Lietuvos bankas is a party to the Agreement of 16 March 2006 between the European Central Bank and the national central banks of the Member States outside the euro area laying down the operating procedures for an exchange rate mechanism in stage three of Economic and Monetary Union , as amended by the Agreement of 21 December 2006 , by the Agreement of 14 December 2007 , by the Agreement of 8 December 2008 , by the Agreement of 13 December 2010 , by the Agreement of 21 June 2013 and by the Agreement of 6 December 2013 (hereinafter collectively referred to as the ‘ERM II Central Bank Agreement’).

4. As regards the entry into force of the EEA Agreement for the Principality of Liechtenstein, the EEA Council : - noted the amendments agreed between Liechtenstein and Switzerland to their Customs Treaty in order to allow the participation of Liechtenstein to the EEA; - reached agreement on the substance of the necessary adaptations to the Protocols and Annexes of the EEA Agreement for the purposes of the application of this Agreement to Liechtenstein, as given in the Annex to the present conclusions; - welcomed the pragmatic solutions found to several complex difficulties in the field of free movement of goods arising from the maintenance by Liechtenstein of its Customs Treaty with Switzerland, albeit in modified form; - recognised the political importance for Liechtenstein of the transitional arrangements already agreed for the free movement of persons, which remains a fundamental element for the EEA, and welcomed the solution found for this question in the form of the Joint Declaration attached to these conclusions; - concluded on that basis that the condition of Article 121(b) of the EEA Agreement, namely that the good functioning of the EEA Agreement will not be impaired by the regional union between Liechtenstein and Switzerland, is fulfilled; - noted that the amendments to the Customs Treaty between Liechtenstein and Switzerland, together with the Adjusting Protocol to the EEA Agreement, will be subject to ratification in Liechtenstein; - agreed that the formal decision of the EEA Council concerning the entry into force of the EEA Agreement for Liechtenstein should be taken, on this basis, by written procedure as soon as possible in early 1995 ; this decision should enter into force on 1 May 1995, provided that the amendments to the Customs Treaty between Liechtenstein and Switzerland have entered into force at the latest by that date.
4. 4. Concerning developments relating directly to the good functioning of the EEA Agreement, the EEA Council: - took note of the interim report for 1995 presented by the Joint Committee and commended the Joint Committee on its work; - expressed its satisfaction at the overall functioning of the Agreement and noted that the EFTA countries, taking part in the EEA, are effectively involved in the evolution of the internal market; - reaffirmed its commitment to the decision-shaping and decision-making procedures provided for in the EEA Agreement; in this context, it underlined the continuing need for the effective functioning of the information and consultation process during the development by the EU of new legislation relevant to the EEA Agreement and for the integration of new Community legislation into the EEA Agreement without delay after its adoption by the Community; - underlined the dynamic character of the Agreement and noted its provisions aimed at further development of the cooperation; - agreed that the provisions of the Agreement concerning cooperation at ministerial level should be fully used in order to allow the EEA Council to fulfil effectively its role which consists in giving the political impetus in the implementation of the Agreement and laying down the general guidelines for the EEA Joint Committee. 5. Concerning relations in the area of foreign policy, the EEA Council: - adopted the joint declaration attached as an Annex to the present conclusions establishing the modalities of a strengthened political dialogue on issues of common interest in the area of foreign policy and undertook an exchange of views on a number of areas of foreign policy of mutual interest; - took note of the readiness of the EU, when it considered appropriate, to invite the EEA states to associate themselves with EU declarations, démarches and joint actions; - welcomed the fact that the implementation of the above-mentioned joint declaration had begun in advance of its ...

3. MIDDLE EAST - PEACE PROCESS - Council conclusions "The Council of the European Union: - aware of the historic importance of the Interim Agreement signed between Israel and the PLO on 28 September 1995; - convinced that it is necessary to contribute towards the success of that Agreement, and that economic and social development is a key factor for achieving just and lasting peace; - resolved to strengthen cooperation by the Union, as the leading donor, with the Territories covered by the peace agreements; - convinced that the peoples in the region must be the prime beneficiaries of peace, 1. invites the Commission to begin exploratory talks with the Palestinian Authority with a view to the conclusion of a Euro- Mediterranean Association Agreement as soon as circumstances permit; 2. restates its desire to conclude as soon as possible the Euro- Mediterranean Association Agreements which the Commission is in the process of negotiating with the countries of the region; 3. invites the Commission to take the necessary measures to enable the Territories covered by the peace agreements to benefit from increased aid in accordance with the conclusions of the Cannes European Council; 4. calls upon the European Investment Bank to speed up the commitment, at the earliest opportunity, of ECU 250 million in the form of appropriations for projects to develop the Territories covered by the peace agreements; 5. confirms that there will be observation of the elections to the Palestinian Council and that the international operation for observing these elections will be coordinated.

Invite la Commission à entamer des conversations exploratoires avec l'Autorité palestinienne en vue d'aboutir à la conclusion d'un accord euro-méditerranéen d'association, dès que les circonstances le permettront; 2. Réitère sa volonté de conclure, dans les meilleurs délais, les accords euro-méditerranéens d'association que la Commission est en train de négocier avec des pays de la région; 3. Invite la Commission à prendre les mesures nécessaires pour que les Territoires objet des accords de paix puissent bénéficier d'une aide accrue dans le cadre des conclusions du Conseil européen de Cannes; 4. Invite la Banque européenne d'investissements à accélérer l'engagement des crédits pour un montant de 250 MECUS pour des projets consacrés au développement des Territoires objet des accords de paix dans les plus brefs délais possibles; 5. Confirme la mise en oeuvre de l'observation des élections du Conseil Palestinien et la coordination de l'opération internationale d'observation de ces élections.
