While, on the one hand, it seems to me that over-involvement of the European Union in cultural activity in the Member States is not necessary, I think, on the other, that in view of what is happening today in Tunisia, but also in view of the events of two months ago in Belarus, it is important that the European Union, with its cultural message and its message about democracy and the rule of law, addresses itself to the young elite of neighbouring countries, and that money is found for youth exchanges, joint courses of study, travel, the establishment of universities and support for teaching programmes.
Si, d’une part, il me semble que l’implication excessive de l’Union européenne dans l’activité culturelle des États membres n’est pas nécessaire, je pense que, de l’autre, compte tenu de ce qui se passe aujourd’hui en Tunisie, mais aussi des évènements d’il y a deux mois en Biélorussie, il importe que l’Union européenne, avec son message culturel et son message sur la démocratie et l’état de droit, s’adresse à la jeune élite des pays voisins et que de l’argent soit trouvé pour financer les échanges de jeunes, les cycles d’études communs, les voyages, la création d’universités et l’aide aux programmes éducatifs.

The listed athletics events, namely the World Championships in Athletics, organised by the International Association of Athletics Federations (IAAF), and the European Athletics Championships, organised by the European Athletics Association (EAA), have a generally recognised, distinct cultural importance for the Finnish population as a catalyst of cultural identity, as the top Finnish athletes representing Finland internationally in a wide range of individual disciplines are among the world elite in their specialities.
