Recalls that in paragraph 28 of the resolution on the 2001 discharge it asked for proposals to be made before 1 July 2003 to remedy the situation of former LA officials who had passed an internal competition and moved to an A-category post before the introduction of 'décloisonnement' and were thereby placed at the starting grade (A7) in the A-category irrespective of their seniority in the LA category; notes that, in his reply of 18 February 2004, the Secretary General recognised that these LA officials had been "prejudiced in comparison with other LA officials who benefited from 'décloisonnement' "; therefore asks the Secretary-General, in observance of the principle of non-discrimination among officials, to put forward specific proposals aimed at compensating the "small number" of LA officials whose initiative and energy have paradoxically placed them in a very unfavourable position;

I certainly do not want to start a controversial debate on this subject, but I will say, on the subject of the forgiveness and excuses which those who negotiated at Durban seem to have been accused of – I was there and I know I had quite a struggle to obtain this text – that of course people of our generation, like those of the previous generation, are not and were not involved in what was all too often misguided colonisation, or in slavery, but I would ask those people the following question. How can we be satisfied with such a banal, factual observation as that, at the same time refusing, by default, to give justice to those people who, even today, still bear the badly healed scars of colonisation and slavery?

At the end of the ensuing debate the President concluded that the Council: - confirmed its commitment to the Union's solidarity and cohesion and that it understood the worries of certain delegations that were more directly concerned; - reaffirmed its resolve to reach an agreement as soon as possible; - noted the points on which agreement was already in sight and observed that further improvements were required on a number of other points; - asked the Commission to continue negotiating with Canada.
