IN-CONTEXT TRANSLATIONS

This report is presented under article 13.3a) of Decision n° 1855/2006/EC[1] of 12 December 2006[2] establishing the Culture programme (hereafter "the programme"), which requires an interim evaluation report on the results obtained and on the qualitative and quantitative aspects of the implementation of the programme to be submitted to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions by 31 December 2010.
L’article 13, paragraphe 3, point a), de la décision n° 1855/2006/CE[1] du 12 décembre 2006[2] établissant le programme Culture (ci-après «le programme») exige que soit présenté, au Parlement européen, au Conseil, au Comité économique et social européen et au Comité des régions, au plus tard le 31 décembre 2010, un rapport intermédiaire d’évaluation sur les résultats obtenus et sur les aspects qualitatifs et quantitatifs de la mise en œuvre du programme.

Where the opinion of the committee is to be obtained by written procedure, that procedure shall be terminated without result when, within the time-limit for delivery of the opinion, the chair of the committee so decides or a simple majority of committee members so requests.

These articles lay down that the Commission "shall, after bringing the matter before the Media Committee, present to the European Parliament, the Council the European Economic and Social Committee and the Committee of the Regions an evaluation report on the impact and effectiveness of the Programme on the basis of the results obtained after two years of implementation.
Ces articles disposent que la Commission « présente au Parlement Européen, au Conseil, au Comité économique et social européen et au Comité des régions un rapport d'évaluation sur l'impact et l'efficacité du programme, sur base des résultats obtenus après deux ans de mise en oeuvre.

2. If, after six months, the situation mentioned in paragraph 1 still obtains, the Committee, acting in accordance with Article 18 (2), may authorize the Member State affected by that change to suspend temporarily the application of the provisions of this Convention, without such suspension being allowed to impede the achievement of the objectives mentioned in Article 8a of the Treaty establishing the European Economic Community or contravene other international obligations of the Member States.
2. Si, au terme d'un délai de six mois, la situation évoquée au paragraphe 1 persiste, le comité, statuant conformément à l'article 18 paragraphe 2, peut autoriser l'État membre affecté par ce changement à suspendre provisoirement l'application des dispositions de la présente convention sans que cette suspension puisse entraver la réalisation des objectifs mentionnés à l'article 8 A du traité instituant la Communauté économique européenne ou contrevenir à d'autres obligations internationales des États membres.

The Decision as amended provides in article 6(4) that at the end of four years, the Commission shall submit to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions, once the committee referred to in Article 5 has examined it, an evaluation report on the results obtained in implementing the action plan.
