Thirty five (35) members represent public institutions such as competent authorities (28 Member States and 3 EEA countries: Iceland, Liechtenstein, and Norway), international organisations working on animal welfare (World Organisation for Animal Health, Food and Agriculture Organisation of the United Nations and the World Bank) and the European Food Safety Authority.

There are indeed various spheres where animal welfare is today debated at international level, such as the European Food Safety Authority, the organisation EuroFAWC or the World Organisation for Animal Health.

P. whereas animal welfare is commonly understood to mean the result of the application of standards and norms relating to the well-being and health of animals which are designed to meet their inherent species-specific needs and long-term welfare needs; whereas the World Organisation for Animal Health (OIE) recognises the following as being among the essential requirements for animal welfare: food and water, the opportunity to exhibit natural behaviour, and health care,

19. Calls on the Commission to take greater account of animal protection aspects in the fight against animal diseases; considers that the vaccination of animals in certain regions in the case of emergencies is preferable to the killing of large numbers of healthy animals, albeit recognising the different attitudes to vaccination in each Member State and their potential effects on trade; considers moreover that, where technically possible, there ought to be greater scope for preventive vaccination; calls on the Commission to increase its efforts to adapt relevant treaties of the World Organisation for Animal Health (Office International des Epizooties, OIE) accordingly, so that there are fewer trade restrictions as regards products originating from vaccinated animals;
19. invite la Commission à tenir davantage compte de la protection des animaux dans la lutte contre les maladies animales; estime que la vaccination régionale dans les situations d'urgence est une stratégie à privilégier par rapport à l'abattage de troupeaux entiers d'animaux sains, quoique reconnaissant les différentes attitudes à l'égard de la vaccination qui prévalent dans les États membres et l'incidence éventuelle de celles-ci sur le commerce; estime en outre que, lorsque cela est techniquement possible, il convient de faire la part plus belle à la vaccination préventive; demande à la Commission de redoubler d'efforts pour adapter les traités pertinents de l'Organisation mondiale de la santé animale (Office international des épizooties, OIE), de façon à réduire les restrictions concernant le commerce des produits issus d'animaux vaccinés;

(h) the regularity, speed and accuracy with which the third country supplies information on the existence of infectious or contagious animal diseases in its territory, particularly the notifiable diseases listed by the World Organisation for Animal Health (OIE) or, in the case of diseases of aquaculture animals, the notifiable diseases listed in the Aquatic Animal Health Code of the OIE.
