Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. The main priority is indeed to increase the number of organ donations in Europe and, therefore, of course, at the same time, to make European men and women more aware of donation, as the disparities speak for themselves, they are quite blatant: there are 34 deceased donors per million inhabitants in Spain, 27 in my country, Belgium, and just one single donor in Romania. Therefore, we also have to educate people about this issue of donation; enable potential donors to access information; break down administrative barriers, which is essential; establish throughout the 27 Member States a national authority in charge of controlling the quality and safety of organs, from extraction from the donor to transplantation; and then also inspire – as has been said – better examples of organisation, such as exist, once again, in Spain, where progress is linked to a kind of early warning system, a constant warning throughout the chain, from the death of the donor to transplantation.

Recognises that it is vitally important to ensure the quality and safety of organ donation and transplantation; points out that this will have an impact in terms of reducing transplant risks and will consequently reduce adverse effects; acknowledges that actions on quality and safety could have an effect on organ availability and vice versa; asks the Commission to help Member States develop their capacity to create and develop national regulations and a regulatory framework to enhance quality and safety, without this having a negative impact on the availability of transplant organs;
45. reconnaît qu'il est d'une importance vitale de garantir la qualité et la sécurité du don et de la transplantation d'organes; fait remarquer que c'est un moyen de réduire les risques des greffes et d'en diminuer d'autant les effets adverses; constate que ces actions sur la qualité et la sécurité pourraient avoir un effet sur la disponibilité des organes, et vice versa; invite la Commission à aider les États membres à développer leur capacité à concevoir et développer leur législation nationale et un cadre juridique visant à renforcer qualité et sécurité, sans que cela ait des répercussions négatives sur la disponibilité d'organes pour transplantation;
