Many European ports deal with differences between the storage and loading-unloading capacities, deficient organization of terminals, insufficient routes and maritime or land access, long waiting time, insufficient security for trucks, trains and barges, low productivity and excessive, slow and expensive formalities.

Already in the framework of the International Maritime Organization in the period running from 2005 and 2007 the US tried to favour new provisions in the "Facilitation Convention" and in the "International Ship and Port Facility Security Code" in order to put new security responsibilities on ship and port facility operators when containerised cargo was to be delivered to them from the inland supply chain whereas those operators had no possibilities to control what happens in the said supply chain.

My contributions concerned improved management and sustainable exploitation of marine resources; enhancement of coastal regions through careful organisation of the coastline and specific measures for developing a broader coastal policy; support for environmentally friendly forms of maritime transport, including through the development of an effective European port strategy consistent with the nature of European ports; support for marine research, particularly in the areas of medicine, energy and marine resources in general; promotion of social rights, in line with International Labour Organization standards, to ensure that they are kept in the spotlight; and, lastly, vocational training in the maritime sector for workers both at sea and on land, and an assurance that tourism, one of the main economic activities associated with the seas and oceans, is duly taken into account.

3. The competent authority, the inspectors carrying out port State control and the persons assisting them shall have no commercial interest either in the port of inspection or in the ships inspected, nor shall the inspectors be employed by or undertake work on behalf of non-governmental organizations which issue statutory and class certificates or which carry out the surveys necessary for the issue of those certificates to ships.
3. 3. Member States shall establish procedures, in accordance with those agreed by the International Maritime Organization (IMO), for reporting to the port State alleged inadequacies of port reception facilities.
