Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). This disorder is characterized by an excessive dependence on and a demanding attitude towards others; conviction of being changed or stigmatized by the illness, leading to an inability to form and maintain close and confiding personal relationships and to social iso-lation; passivity, reduced interests, and diminished involvement in leisure activities; persistent complaints of being ill, which may be associated with hypochondriacal claims and illness behaviour; dysphoric or labile mood, not due to the presence of a current mental disorder or antecedent mental disorder with residual affective symptoms; and longstanding problems in social and occupational functioning.

According to the Convention, the sentencing State may request another Contracting State to enforce a sentence only if one or more of the conditions set out in Article 5 are fulfilled, namely: (a) if the sentenced person is ordinarily resident in the other State; (b) if the enforcement of the sentence in the other State is likely to improve the prospects for the social rehabilitation of the sentenced person; (c) if, in the case of a sentence involving deprivation of liberty, the sentence could be enforced following the enforcement of another sentence involving deprivation of liberty which the sentenced person is undergoing or is to undergo in the other State; (d) if the other State is the State of origin of the sentenced person and has declared itself willing to accept responsibility for the enforcement of that sentence; or (e) if it considers that it cannot itself enforce the sentence, even by having recourse to extradition, and that the other State can. In addition, the judgment handed down in the requesting State must be final and enforceable and the offence in respect of which the sentence has been passed must also constitute an offence under the law of the requested State ("double criminality" requirement [76]).
Selon cette Convention, l'État de condamnation ne peut demander l'exécution d'une sanction à un autre État contractant que si une ou plusieurs des conditions énumérées à l'art. 5 sont remplies : a) si le condamné a sa résidence habituelle dans l'autre État, b) si l'exécution de la sanction dans l'autre État est susceptible d'améliorer les possibilités de reclassement social du condamné, c) s'il s'agit d'une sanction privative de liberté qui pourrait être exécutée dans l'autre État à la suite d'une autre sanction privative de liberté que le condamné subit ou doit subir dans cet État, d) si l'autre État est l'État d'origine du condamné et s'est déjà déclaré prêt à se charger de l'exécution de cette sanction , ou e) s'il estime qu'il n'est pas en mesure d'exécuter lui-même la sanction, même en ayant recours à l'extradition, et que l'autre État l'est. En outre, la décision prononcée dans l'État requérant doit être définitive et exécutoire et l'infraction en raison de laquelle la sanction a été prononcée doit constituer également une infraction selon la législation de l'État requis (exigence de « double incrimination » [76]).

- If the debt cannot be fully recovered from the other persons liable, notify the principal, as the person bearing ultimate financial responsibility for the operation, and proceed to enter the debt in the accounts in his name on the basis of his joint liability, within 12 months, taking precautionary measures (see point 4.4.3), so as to ensure that the securtiy is not released prematurely; provide for payment to be suspended until any action against the other persons liable has run its course, and for the principal to be reimbursed for any sums recovered from other persons jointly liable,

(iii) the person had reasonable grounds to believe that any other occupant of the motor vehicle was a person who could not be convicted of an offence under this Act or any other Act of Parliament; and (b) in the case of a prohibited weapon, a restricted weapon, a prohibited device or any prohibited ammunition, (i) the person or any other occupant of the motor vehicle is the holder of an authorization or a licence under which the person or other occupant may transport the prohibited weapon, restricted weapon, prohibited device or prohibited ammunition, or (ii) the person had reasonable grounds to believe that any other occupant of the motor vehicle was (a) the holder of an authorization or a licence under which the other occupant may transport the prohibited weapon, restricted weapon, prohibited device or prohibited ammunition, or (b) a person who could not be convicted of an offence under this Act or any other Act of Parliament (2) Every person who commits an offence under subsection (1) (a) is guilty of an indictable offence and liable to imprisonment for a term not exceeding ten years; or (b) is guilty of an offence punishable on summary conviction (3) Subsection (1) does not apply to an occupant of a motor vehicle who, on becoming aware of the presence of the firearm, prohibited weapon, restricted weapon, prohibited device or prohibited ammunition in the motor vehicle, attempted to leave the motor vehicle, to the extent that it was feasible to do so, or actually left the motor vehicle (4) Subsection (1) does not apply to an occupant of a motor vehicle where the occupant or any other occupant of the motor vehicle is a person who came into possession of the firearm, prohibited weapon, restricted weapon, prohibited device or prohibited ammunition by the operation of law'.
