Stresses, however, that for peace to be allowed to take root in Afghanistan will require political deals among key regional powers, including India, Pakistan, Iran and the Central Asian States, Russia, China and Turkey, and a common position of non-interference and support for an independent Afghanistan; calls, too, for normalisation of the relationship between Afghanistan and Pakistan, namely through a final settlement on the issue of the international border between the two countries;
souligne cependant que, pour que la paix puisse s'établir en Afghanistan, des accords politiques devront être conclus entre les principales puissances régionales, notamment l'Inde, le Pakistan, l'Iran et les États de l'Asie centrale, la Russie, la Chine et la Turquie, et qu'elles devront accepter une position commune de non-ingérence et soutenir un Afghanistan indépendant; appelle également à une normalisation des relations entre l'Afghanistan et le Pakistan par un règlement final de la question de la frontière internationale entre les deux pays;
