Support to East Jerusalem (€10.5 million):this programme aims at supporting and preserving of the Palestinian presence in East Jerusalem in line with EU's position considering Jerusalem as the future capital of the two states.Building on the successful past interventions, the action will support community based projects through grants to civil society organisations and will notably focus on private sector development, urban planning, protection of socio-economic rights and cultural identity and heritage (with tourism-related potential).

The Strategy Paper on the European Neighbourhood Policy of 12 May 2004[1] spelled out the policy objective of enabling the 16 ENP partners (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Lebanon, Libya, Israel, Jordan, Moldova, Morocco, Syria, the Palestinian Authority, Tunisia, and Ukraine) to take part in relevant Community programmes.

In the escalating aggression, Israel destroys Palestinian houses, continues its policy of occupation and the illegal building of settlements, restricts the free movement of Palestinian communities, drops bombs, sets up road blocks, does not fulfil financial commitments or signed agreements, carries out selective assassinations, invades territories under the administration of the Palestinian authority and attacks Syrian forces in Lebanon, attracting the strongest condemnation.
Dans cette escalade de la violence, Israël a détruit des habitations palestiniennes, poursuit sa politique d'occupation et de construction illégale de colonies, restreint la libre circulation des populations palestiniennes, bombarde, impose des blocus, ne respecte pas les engagements financiers ni les accords signés, assassine de manière sélective, réalise des raids dans les territoires placés sous administration de l'autorité palestinienne et attaque les forces syriennes au Liban, ce qui mérite la plus vive condamnation.
