Through PEGASE, the EU has contributed substantially to the recurrent expenditure of the Palestinian national budget (over €1.7 billion since its launching in 2008), with systematic, predictable and unconditional contributions to the payment of civil servant's salaries and pensions and of social allowances to the poorest and most vulnerable Palestinians families.

5. Welcomes the ongoing dialogue between the Israeli Government and the Palestinian National Consensus Government in various fields, and urges both parties to continue along this path; urges, at the same time, the Palestinian National Consensus Government to take over full authority in the Gaza Strip without delay, in order to avoid Gaza’s sliding into chaos and lawlessness; calls, in this spirit, for the completion of the Palestinian reconciliation process, which should lead to the holding of parliamentary and presidential elections soon;
5. se félicite du dialogue en cours dans plusieurs domaines entre le gouvernement israélien et le gouvernement de consensus national palestinien, et prie instamment les deux parties de poursuivre dans cette voie; exhorte également le gouvernement de consensus national palestinien à prendre le contrôle total de la bande de Gaza, sans plus tarder, afin d'éviter que la région ne tombe dans le chaos et l'anarchie; appelle de ses vœux, dans cette optique, la finalisation du processus de réconciliation palestinien, qui devrait prochainement donner lieu à la tenue d'élections législatives et présidentielles;

The adopted assistance package has two components: firstly, €108 million will be allocated to the PEGASE mechanism (an instrument to channel EU and international assistance as a contribution to the building of the Palestinian State), which supports the Palestinian National Development Plan by helping the PA to finance its budget deficit and implement its reform agenda; meet its obligations towards civil employees, pensioners and most vulnerable citizens, and maintain the functioning of the administration and the provision of essential public services to the population.
Le programme d'aide adopté comporte deux volets: dans un premier temps, un montant de 108 millions € sera alloué au mécanisme PEGASE (un instrument permettant d'acheminer l'aide internationale et de l'UE à l'appui de l'édification de l'État palestinien), qui soutient le plan de développement national palestinien en aidant l'AP à financer son déficit budgétaire et à réaliser son programme de réformes, à remplir ses obligations envers les fonctionnaires, les retraités et les citoyens les plus démunis et à assurer le fonctionnement de l'administration et la fourniture des services publics fondamentaux à la population.

5. Notes the initiative by the Israeli Ministry of Environment to elaborate a master plan for landscape development in the Lower Jordan River area; asks the Jordanian Government and the Palestinian Authority to take similar initiatives with the aim of adopting master plans for the rehabilitation of sections of the River that flow through their respective territories, provided that Israel permits the Palestinian National Authority to have access to the Lower Jordan River pursuant to relevant United Nations Security Council resolutions and international law; notes that such master plans could become a basis for a comprehensive regional plan to rehabilitate and protect the Lower Jordan River area; and notes Palestinian National Authority plans to establish a West Ghor Canal, envisioned in the 1955 Johnston Plan, for the irrigation of Palestinian riparian areas of the occupied West Bank;

Question No. 150 Mr. Peter Julian: With respect to Canada’s humanitarian, reconstruction and foreign aid to the Palestinian people living in the occupied Palestinian territories: (a) what is the current status of the $300 million in foreign aid originally pledged in 2006 and re-pledged March 3, 2009 in Sharm el Sheikh, Egypt; (b) what progress was made on delivering these funds in the interim period between its original pledge and its re-pledge; (c) what are the delivery mechanisms for this aid and what department is responsible for the file; (d) what are the terms of reference for this file, and what are the timelines for delivery; (e) what proportion of these funds have been earmarked for Gaza and what are the proportions for each (i) reconstruction, (ii) humanitarian aid; (f) given the lack of construction materials within Gaza and the constrained flow of material into Gaza, what provisions have been made to ensure reconstruction; (g) what discussions, if any, have taken place with the Government of Israel to ensure protection of Canada’s investment in Gazan infrastructure; (h) what proportion of the $300 million has been earmarked for the operational budget of the Fatah-led Palestinian National Authority (PA), based in Ramallah, West Bank and what aspects of the PA’s budget will benefit from these funds; (i) given the PA’s inability to operate in Gaza, what operational caveats were placed on those portions of the $300 million earmarked for Gaza to ensure delivery; (j) what is the current status of the $4 million announced by the Government of Canada on January 7, 2009 for humanitarian aid at the height of Israel’s military operation on Gaza, to be divided between the United Nations Relief and Works Agency for Palestinians in the Near East and the International Committee of the Red Cross and the Red Crescent; (k) what commitments, if any, were made to deliver these funds in a timely manner to the people for whom they were allocated and how did they help ...
