14. Condemns Israel’s continued illegal settlement building and expansion activities in the West Bank, including in East Jerusalem, and the recent announcement made by Israeli Prime Minister Benjamin Netanyahu about the construction of 300 new settlement units in Beit El and 500 units in East Jerusalem, as well as the demolition of 142 Palestinian-owned homes and other infrastructure in Area C and in East Jerusalem in August 2015 alone, including 16 donor-funded structures, leading to the displacement of 201 Palestinians, among them 121 children, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA); stresses again that Israeli settlement construction in the Occupied Palestinian Territory is illegal under international law, goes against the spirit of peace and constitutes a major obstacle to peace efforts; deplores the demolition of projects funded by the EU and its Member States in the Occupied Palestinian Territory, and encourages the EU and the Member States to find an appropriate solution with Israel regarding the compensation for destroyed or confiscated assets financed by European taxpayers;

H. whereas over the same period, Israeli forces carried out over 1 500 military raids in the West Bank and East Jerusalem, detained over 1 700 Palestinians, among them Members of the Palestinian Legislative Council (PLC), demolished at least 50 Palestinian-owned structures, 8 of them in occupied East Jerusalem, displacing 112 Palestinians, and at least 250 settler attacks were reported; whereas during the first two weeks in September, i.e. after a ceasefire was agreed, Israel detained 300 Palestinians in the West Bank and East Jerusalem; whereas the Israeli Government is mounting religious tensions in East Jerusalem, for example by adopting a law permitting Jews access to the Al Aqsa Mosque;

A. whereas on 7 July 2014 Israel launched a military aggression against Gaza called ‘Protective Edge’; whereas to this day more than 180 Palestinians, among them at least 30 children, have been killed (according to UN estimates, 77 % of those killed were civilians) and more than 1 250 injured; whereas 17 000 people have sought refuge in UNRWA facilities following exodus from Beit Lahia and Attara after Israel warned civilians to evacuate northern Gaza ahead of a large-scale bombing campaign; whereas over 1 300 buildings, including houses, hospitals and schools, were hit by Israeli missiles and bombs launched from both the air and the sea; whereas drones have been used in these military operations;

Do you agree, Mr. Skalli, that if Canada really wants to do something useful for the Palestinians it would be to use its good offices to pressure the government of Israel so that Palestinian business could trade among themselves, particularly between the two territories, and also with their neighbour, Israel, and that these two priorities come well ahead of the priorities of access to the Canadian market?

Support for political and financial reform in the Palestinian Authority including an early contribution to the World Bank Reform Trust Fund of €70 million – to be paid in instalments and subject to benchmarks A substantial contribution to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). An Infrastructure Facility to support urgent projects and basic services. This Facility could, among other things, be used to address Palestinian needs following Israel’s disengagement from Gaza and Northern Parts of the West Bank. Projects are still to be identified but the Commissioner’s visit revealed support to the reconstruction of the Sea Port as a possibility that that should be further investigated.

The unsettled relations between Israelis and Palestinians, the continuing occupation of Palestinian lands by Israelis in violation of all agreed principles of international law, and the asymmetrical conflict between Palestinians, reduced to the barest minimum of humanly secure existence, and Israelis, with the most powerful force in the region, have contributed to deepening mistrust of the west, particularly America, uniformly among Arabs and Muslims.
