Recommends that the Commission re-analyse the possibilities of implementing the pilot project initiated by the European Parliament entitled ‘Erasmus for elected local and regional representatives’ and, with a view to raising the standard of proposed projects and meet the objective of efficiency, calls on the Commission to implement, under the ERDF operational technical assistance budget line, a training and mobility scheme for local and regional actors involved in running cohesion policy programmes together with the partners specialised in implementing the concepts of integrated approach and multilevel governance; asks the Commission, therefore, to allocate funding for these initiatives effectively and to reinforce networking with regional and local authorities, including through the Committee of the Regions;
recommande que la Commission réétudie les possibilités de mettre en œuvre le projet pilote intitulé «Erasmus des élus locaux et régionaux» initié par le Parlement européen, et ce en vue d'améliorer la qualité des projets soumis et de répondre à l'objectif d'efficacité; demande à la Commission de créer, au titre de la ligne budgétaire «Fonds européen de développement régional (FEDER) — Assistance technique opérationnelle», un système de formation et de mobilité à destination des acteurs locaux et régionaux impliqués dans l'exécution de programmes liés à la politique de cohésion, en y associant des partenaires spécialisés dans la mise en œuvre des concepts d'approche intégrée et de gouvernance à plusieurs niveaux; demande donc à la Commission d'affecter une enveloppe à ces initiatives et de renforcer les réseaux tissés avec les autorités régionales et locales ainsi qu'à travers le Comité des régions;

That, pursuant to rule 12-24(1), the Senate request a complete and detailed response from the Government to the Twenty-sixth Report of the Standing Senate Committee on Social Affairs, Science and Technology, entitled: In From the Margins, Part II: Reducing Barriers to Social Inclusion and Social Cohesion, tabled in the Senate on June 18, 2013, during the First Session of the Forty-first Parliament, and adopted on June 21, 2013, with the Minister of Employment and Social Development being identified as minister responsible for responding to the report.
Que, conformément à l'article 12-24(1) du Règlement, le Sénat demande une réponse complète et détaillée du gouvernement au vingt-sixième rapport du Comité sénatorial permanent des affaires sociales, des sciences et de la technologie, intitulé : Réduire les obstacles à l'inclusion et à la cohésion sociales pour lutter contre la marginalité, déposé au Sénat le 18 juin 2013, durant la première session de la quarante et unième législature, et adopté le 21 juin 2013, le ministre de l'Emploi et du Développement social étant désigné ministre chargé de répondre à ce rapport.
