The Council and the European Parliament invite the Commission to monitor the transposition and the implementation by the Member States of Directive 2000/60/EC of 23 October 2000 establishing a framework for Community action in the field of water policy and Directive 2009/128/EC of the European Parliament and of the Council of 21 October 2009 establishing a framework for Community action to achieve the sustainable use of pesticides and, where appropriate, to come forward, once these Directives have been implemented in all Member States and the obligations directly applicable to farmers have been identified, with a legislative proposal amending this regulation with a view to including the relevant parts of these Directives in the system of cross-compliance.
Le Conseil et le Parlement européen invitent la Commission à assurer le suivi de la transposition et de la mise en œuvre par les États membres de la directive 2000/60/CE du 23 octobre 2000 établissant un cadre pour une politique communautaire dans le domaine de l'eau ainsi que de la directive 2009/128/CE du Parlement européen et du Conseil du 21 octobre 2009 instaurant un cadre d'action communautaire pour parvenir à une utilisation des pesticides compatible avec le développement durable et, le cas échéant, à présenter, lorsque ces directives auront été mises en œuvre dans tous les États membres et que les obligations directement applicables aux agriculteurs auront été définies, une proposition législative visant à modifier le présent règlement en vue d'intégrer les parties pertinentes desdites directives dans le système de conditionnalité.

Notes recent developments in the International Organisation for Standardisation (ISO), in particular the model used to develop the ISO 26000 standard on social responsibility, in which NSBs were entitled to nominate to the respective working group only one representative from each of six stakeholder categories (industry, consumers, government, labour, NGO, SSRO (service, support, research and others)) that were identified; maintains that the use of a similar model should be thoroughly assessed by the ESOs and the Commission, in cooperation with all interested parties, as an alternative for the drafting of standards in areas of exceptional public interest, and that the findings of this assessment should be reported to Parliament; invites the Commission to propose financial means to support such an alternative model;

The European Parliament takes note of the conclusion of the European Council of December 2005 on the application of the N+3 automatic decommitment rule on a transitional basis; the European Parliament invites the Commission, when the latter lays down in the relevant legal acts the modalities for the application of this rule, to ensure common rules for private co-financing and VAT for cohesion for growth and employment.
