Welcomes the direct political dialogue that the Government of Turkey has recently opened with Abdullah Öcalan; deems that a perspective for negotiations has been opened which could lead to a historic agreement that would settle the Kurdish conflict in a peaceful and democratic way; encourages the conflict parties, therefore, to transform these talks into structured negotiations as soon as possible; underlines the constructive role that all political parties, media and civil society in Turkey must play if the peace process is to succeed, and praises the cross-party and civil-society support for this initiative; notes that Turkey has continued to demonstrate resilience to the terrorist attacks by the Kurdistan Workers’ Party (PKK); considers that true and sincere political dialogue is necessary, and calls on Turkey to invest renewed efforts in working towards a political solution to the Kurdish issue; asks all political forces to ensure an appropriate political platform for, and to debate in a constructive way, the Kurdish issue, and to facilitate a real opening to the claims for basic rights in the constitutional process that reflects the pluralism in Turkey and in which all citizens can find themselves and their rights fully recognised; asks all political forces to work in alliance towards the goal of reinforced political dialogue and a process of further political, cultural and socio-economic inclusion and participation of citizens of Kurdish origin, in order to guarantee their rights to freedom of expression, association and assembly, and to promote the peaceful inclusion of citizens of Kurdish origin in Turkish society; welcomes the new legislation that opens the possibility for people’s native language to be used in trials and the positive discussion on the use of Kurdish in education; recalls that a political solution can be built only on a truly democratic debate on the Kurdish issue, and expresses concern at the large number of cases launched aga ...

Congratulates the country on the conduct of the early parliamentary elections of 5 June 2011 and welcomes the OSCE/ODHIR's assessment that they were competitive, transparent and well-administered throughout the country; draws attention, however, to some shortcomings and calls on the authorities to follow up on the recommendations of the international community, in particular the conclusions and recommendations of the OSCE/ODIHR election observation mission, and of the domestic observers from the association Most, such as updating the voter list, guaranteeing balanced coverage by the press, including by the public broadcaster, of both the government and the opposition parties, protecting civil servants against all kind of political pressures, ensuring the effective monitoring of party financing and transparent public funding, arrangements for out-of-country voting, and fully respecting separation between state and party structures; calls on the relevant authorities to address these issues in the near future;

In drawing its conclusions concerning effective implementation of the relevant conventions, the Commission shall assess the conclusions and recommendations of the relevant monitoring bodies, as well as, without prejudice to other sources, information submitted by third parties, including civil society, social partners, the European Parliament or the Council.
3. Lorsqu’elle formule ses conclusions concernant la mise en œuvre effective des conventions pertinentes, la Commission évalue les conclusions et les recommandations des organes de surveillance pertinents ainsi que, sans préjudice d’autres sources, les informations communiquées par des tiers, notamment la société civile, les partenaires sociaux, le Parlement européen et le Conseil.

Considers, in the light of this, that election observation is merely a first step towards democracy and that it needs to be complemented by other, adequately funded activities and post-electoral measures for the promotion of democracy, in particular through capacity-building for national parliaments, political parties, the civil service, non-State actors and civil society, and through the promotion of human rights and good governance; therefore requests the maintenance of the budgetary ceiling agreed by the Commission of around 25 % of EIDHR for EU EOMs over the seven-year period of the Financial Framework 2007-2013; asks the Commission to set aside, within this budgetary framework, allocations for preparatory activities in anticipation of elections, including the training of local election monitors, voter education and other activities which are essential for the long-term establishment of free and fair elections;
considère, à cet égard, que l'observation d'élections n'est qu'un premier pas vers la démocratie et qu'elle doit être complétée par d'autres mesures post-électorales de promotion de la démocratie, dotées de crédits adéquats, notamment par le renforcement des capacités des parlements nationaux, des partis politiques, de la fonction publique, des acteurs non étatiques et de la société civile, ainsi que par la promotion des Droits de l'homme et de la bonne gouvernance; demande par conséquent le maintien du plafond budgétaire accepté par la Commission d'environ 25 % de l'IEDDH pour les MOE UE au cours des sept années du cadre financier 2007-2013; demande à la Commission d'allouer une part des crédits de ce cadre budgétaire aux activités préparatoires aux élections, y compris la formation des contrôleurs locaux des élections, l'éducation des électeurs et autres actions essentielles pour l'organisation à long terme d'élections libres et équitables;

The Commission also supports the development of dialogue with other interested parties in civil society, notably NGOs.

- lastly, whenever the Commission consults the parties concerned, civil society and the general public when preparing its initiatives, especially as regards the impact assessment, it will draw attention to the rights set out in the Charter and its own internal monitoring of respect for those rights by inviting the parties consulted to assert their fundamental rights.
