Definition: Severe loss of weight [wasting] in children or adults, or lack of weight gain in children leading to an observed weight that is at least 3 standard deviations below the mean value for the reference population (or a similar loss expressed through other statistical approaches). When only one measurement is available, there is a high probability of severe wasting when the observed weight is 3 or more standard deviations below the mean of the reference population. | Starvation oedema

In the second edition of Population Change in Canada, my co-author Don Kerr and I focused on the four large urban areas that the 2001 census was identifying as marking the geographic character of the country: first, the extended Golden Horseshoe, which had 22 per cent of the country's population; second, Montreal and the adjacent region with 12 per cent; third, British Columbia's Lower Mainland and southern Vancouver Island with 9 per cent; and fourth, the Calgary-Edmonton corridor with 7 per cent of the population.

While Asian Canadians make up 35 per cent of the population of Vancouver, Toronto has an even larger stake in Asia with a larger Asian population than Vancouver, making up 27 per cent of the Metropolitan Toronto population, namely, over 1 million people.

By the year 2001, about half of the population of Toronto and two-fifths of the population of Vancouver are expected to be visible minorities. The same is true for over one-fifth to one-quarter of the populations of Montreal, Edmonton, Calgary, Winnipeg and Windsor.

Using her figures we see that while Winnipeg, population 652,000-plus, received $27.4 million, greater Vancouver with a population of 1.6 million received $19 million. That is $42 for every Winnipeger as against something less than $12 per head in greater Vancouver''.
