A major effort to modernise public administrations has also been made and is still being pursued -in particular via the setting up of “ Points of Single Contact ”- e-government portals for business now operational in most Member States.

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

Notes the growing number of petitions in the course of the legislative period and remains highly concerned that delays and response times are still too long throughout the registration phase and the admissibility phase in the process; calls for providing the Unit for Reception and Referral of Official Documents and the Petitions Committee Secretariat, respectively, with an additional administrator with juridical background, to issue recommendations related to whether the petition lies within the competence of European law; considers that, these recommendations, along with summaries of petitions, need to be provided to Members only in English first and then to be translated into all official languages only when being published; in order to further speed up the first decisions on admissibility; expects that the launch of the new petitions web-portal will diminish the number of questionable submissions which are occasionally registered as petitions;
39. relève que le nombre de pétitions reçues est allé croissant au cours de la législature, et continue d'être préoccupé par la longueur excessive des retards et du temps de réponse lors des phases de la procédure concernant l'enregistrement et la décision quant à la recevabilité; demande d'allouer à l'Unité «Réception et renvoi des documents officiels» et au secrétariat de la commission des pétitions respectivement, un administrateur supplémentaire ayant une expérience dans le domaine juridique, afin que la commission soit en mesure d'émettre des recommandations quant au fait qu'une pétition relève ou non des domaines d'action de l'Union; considère que ces recommandations, ainsi que les résumés des pétitions, ne doivent être fournis aux membres qu'en anglais dans un premier temps, la traduction dans toutes les langues officielles n'intervenant qu'au moment de la publication, afin d'accélérer davantage la première décision concernant la recevabilité; s'attend à ce que le lancement du nouveau portail de pétition en ligne fasse diminuer le nombre de requêtes douteuses qui sont parfois enregistrées comme des pétitions;

Appreciates the Commission’s decision to declare 2013 the ‘European Year of Citizenship’ providing valuable information and insight for EU citizens regarding their rights and of the democratic instruments available to them to assert those rights; considers that the ‘European Year of Citizenship’ should be used for the broad dissemination of information on the new ‘European Citizens’ Initiative’, therefore providing clear and understandable guidelines in order to curtail the high rate of inadmissibility comparable to the rate that is still to be found in the ‘petitions’ field; is convinced that the petitions web portal represents a concrete and valuable contribution by Parliament to European citizenship;

On the mobility of workers, for instance, the Commission announces an initiative in relation to the EURES portal while at the same time other fundamental activities in this field are still in the Council pending.
