The fiscal data for 2003 show a general government deficit of 2.8 per cent of GDP, thereby in compliance with the Council Recommendation of 5 November 2002 addressed to Portugal under Article 104(7) of the Treaty, which called for a government deficit below the 3 per cent of GDP reference value by 2003 at the latest.
