1. In order that the Province may be in the same position as the original Provinces of Confederation are in virtue of section one hundred and nine of the British North America Act, 1867, the interest of the Crown in all Crown lands, mines, minerals (precious and base) and royalties derived therefrom within the Province and the interest of the Crown in the waters and water-powers within the Province under the North-west Irrigation Act, 1898, and the Dominion Water Power Act, and all sums due or payable for such lands, mines, minerals or royalties, or for interests or rights in or to the use of such waters or water-powers, shall, from and after the coming into force of this agreement and subject as therein otherwise provided, belong to the Province, subject to any trusts existing in respect thereof, and to any interest other than that of the Crown in the same, and the said lands, mines, minerals and royalties shall be administered by the Province for the purposes thereof, subject, until the Legislature of the Province otherwise provides, to the provisions of any Act of the Parliament of Canada relating to such administration; any payment received by Canada in respect of any such lands, mines, minerals or royalties before the coming into force of this agreement shall continue to belong to Canada whether paid in advance or otherwise, it being the intention that, except as herein otherwise specially provided, Canada shall not be liable to account to the Province for any payment made in respect of any of the said lands, mines, minerals or royalties before the coming into force of this agreement, and that the Province shall not be liable to account to Canada for any such payment made thereafter.

(Return tabled) Question No. 366 Mr. Claude Gravelle: With regard to Canadian mining companies: (a) what is the government's position on the use of leach mining in Canada and internationally; (b) have the impacts of leach mining on adjacent communities been studied and, if so, what are the titles of the documents of these studies; (c) what is the government's position on the use of private security firms by Canadian mining companies internationally; (d) what countries has the government, directly or through foreign representation, been actively lobbying or encouraging to lower royalties and taxes on foreign mining companies; (e) has the government been tracking what companies have outstanding taxes or debts owed to foreign countries and, if so, how much do these companies owe foreign countries by company, country, type of debt, amount of debt; (f) what is the government's position on conflicts between Canadian mining companies and indigenous peoples in Canada and internationally; (g) what is the government's position on the displacement of indigenous peoples and Canadian mining companies internationally; (h) what is the government's position on the contamination of water supplies by Canadian mining companies internationally; and (i) what is the government's position on making the corporate social responsibility framework for mining companies mandatory instead of voluntary?

Finally, Mr President, faced with such obscene positions, the objective of the European Union should be simple: a world free of mines, all kinds of mines, and no more civilian victims of mines.

9. Reiterates its view that a 'mine-free world' can be realised if all types of mines are banned and not only specific types of landmines; underlines that this includes all types of anti-vehicle mines; calls on the EU and its Member States to take a leadership position in reaching this goal;

I will not dwell at length on the positive impact tax incentives could have on the mining industry, since my colleague from Abitibi covered that very well, but I would like to mention that this kind of incentive has proved to be useful in Quebec, and more particularly so with small mining companies, which have a positive impact on local economies through their exploration operations.
Je n'insisterai pas longtemps sur l'impact positif que pourraient avoir des incitatifs fiscaux sur l'industrie minière, mon collègue d'Abitibi l'a très bien fait. Cependant, je voudrais mentionner que ce genre d'initiative a déjà fait ses preuves au Québec, en particulier auprès des plus petites entreprises minières dont les activités d'exploitation donnent, à ce moment-là, des résultats avantageux au niveau local.

Recommendation number seven: ``That once initial steps have been taken to improve the investment climate in Canadian mining, the federal government, its provincial and territorial counterparts, and the domestic mining industry develop through consultation an integrated approach to communicate the positive features of the Canadian mining sector to potential investors''.
Recommandation numéro sept: «Que, une fois qu'on aura fait les premières démarches pour améliorer le climat d'investissement dans le secteur minier canadien, le gouvernement fédéral, ses homologues provinciaux et territoriaux et l'industrie minière canadienne, après consultation, adoptent une approche intégrée pour faire connaître les aspects positifs du secteur minier canadien aux investisseurs éventuels».

Recommendation 7: That once initial steps have been taken to improve the investment climate in Canadian mining, the federal government, its provincial and territorial counterparts and the domestic mining industry develop, through consultation, an integrated approach to communicate the positive features of the Canadian mining sector to potential investors. Recommendation 8: That Natural Resources Canada, together with its partners in the provinces and the industry, establish a national database on active and orphaned mining sites and reclamation work that must be undertaken on those sites.
Recommandation 7: Que, une fois qu'on aura fait les premières démarches pour améliorer le climat d'investissement dans le secteur minier canadien, le gouvernement fédéral, ses homologues provinciaux et territoriaux et l'industrie minière canadienne, après consultation, adoptent une approche intégrée pour faire connaître les aspects positifs du secteur minier canadien aux investisseurs éventuels, Recommandation 8: Que Ressources naturelles Canada, de concert avec ses partenaires des provinces et de l'industrie, mette en place une banque de données nationale sur les sites miniers en exploitation et abandonnés et les travaux de restauration qui doivent y être entrepris.
