Votre Comité, qui a été autorisé par le Sénat, le mercredi 3 novembre 2004, à étudier, afin d'en faire rapport de façon ponctuelle, l'application de la Loi sur les langues officielles, ainsi que des règlements et instructions en découlant, au sein des institutions assujetties à la loi, et à étudier les rapports et documents produits par le ministre responsable des langues officielles, le président du Conseil du Trésor, la ministre du Patrimoine canadien et la commissaire aux langues officielles, ainsi que toute autre matière concernant les langues officielles en général, dépose maintenant un rapport intérimaire intitulé « L'éducation en milieu minoritaire francophone : un continuum de la petite enfance au postsecondaire ».

To that end, we hope your committee will recommend to the Canadian government that it look into postsecondary teaching in French so that Canadians can choose a school that offers French-as-a-second-language immersion or French-as-a-first-language education, with the assurance that they can continue their studies in French at the postsecondary level.
À cet égard, nous souhaitons que votre comité recommande au gouvernement canadien de se pencher sur l'enseignement postsecondaire en français afin que les Canadiennes et les Canadiens puissent choisir l'école d'immersion en français langue seconde ou l'école de langue française langue première avec l'assurance de pouvoir poursuivre leurs études dans cette langue au niveau postsecondaire.

Consequently, before deciding to make more investments in postsecondary education, if other investments had to be made, the government would do well to consult young francophones or French-speaking young people who want to do postsecondary studies in French or to conduct a survey of them.
Ainsi, avant de décider de faire plus d'investissements dans l'éducation postsecondaire, si d'autres investissements devaient être faits, le gouvernement aurait avantage à consulter les jeunes francophones ou les jeunes d'expression française qui veulent faire des études postsecondaires en français ou à mener une enquête auprès d'eux.

Third, it would be useful to produce a study on the additional costs resulting from French-language instruction in postsecondary education in order to quantify the concept of “structural barriers” which French-language minority postsecondary institutions face.
