Is pleased to record that Serbia has a new constitution which includes positive provisions regarding human rights; notes, however, that the legal framework for the protection of minorities needs to be improved further; is concerned about problematic provisions relating, inter alia, to the procedure for appointing, promoting and dismissing judges and prosecutors and the lack of adequate public consultation or parliamentary debate during the drafting process; calls on the Serbian authorities to consider enhancing the scope of territorial decentralisation, in particular vis-à-vis Vojvodina, Sandžak and the Preševo Valley;
11. constate avec satisfaction que la Serbie a une nouvelle Constitution, qui comporte des dispositions positives concernant les droits de l'homme; note toutefois que le cadre juridique relatif à la protection des minorités doit être amélioré encore; est préoccupé devant certaines dispositions contestables relatives, entre autres, à la procédure de nomination, de promotion et de destitution des juges et des procureurs et devant le fait que, au cours du processus de rédaction, il n'y a pas eu consultation appropriée de la population ni débat parlementaire; appelle les autorités serbes à envisager d'étendre le champ d'application de la décentralisation territoriale, en particulier à l'égard de la Voïvodine, du Sandžak et de la vallée de Preševo;

In this context, the Commission is closely monitoring the situation in Vojvodina and the Preševo Valley, as well as other ethnically diverse parts of Serbia and Montenegro, including Sandžak.

The EU expects that outstanding issues concerning ethnic minorities in the Presevo Valley area, including the return of displaced persons and the integration of ethnic Albanians in political economic and social structures, will continue to be addressed in a serious manner after the return of Yugoslav forces to Sector B.

The Secretary General / High Representative, Mr Solana, informed the Council on recent developments in the Presevo Valley, including his decision, after consultation with the Presidency, to extend the deployment of the European Union Monitoring Mission to this area.
