In response to the changing challenges, the Union has updated its priorities for network and information security policy in a number of documents, including the 2006 Commission Communication A strategy for a Secure Information Society — Dialogue, partnership and empowerment, the Council Resolution of 2007 on a Strategy for a Secure Information Society in Europe, the 2009 Communication Critical Information Infrastructure Protection – ‘Protecting Europe from large scale cyber-attacks and disruptions: enhancing preparedness, security and resilience’, the 2009 Presidency Conclusions of the Ministerial Conference on Critical Information Infrastructure Protection (CIIP) in Tallinn, the Council Resolution of 2009 on a collaborative European approach to Network and Information Security, the 2011 Presidency Statement following the Ministerial Conference on CIIP in Balatonfüred and the 2011 Council conclusions on Critical Information Infrastructure Protection "Achievements and next steps: towards global cyber-security".

A new “priority network” approach could overcome the shortcomings of the “priority projects” approach by taking into account:

Emphasises three important levels of infrastructure development where the coordinated approach of the Danube Strategy could facilitate synergies: (i) the multi-modal corridor along the Danube (TEN-T priority project 18), (ii) interlinks between the Danube multi-modal corridor and neighbouring Member States (TEN-T priority projects related to the Danube region), (iii) cross-border bottlenecks on TEN-T, national and regional networks;

Agrees therefore to develop a more coherent and integrated network approach, reflecting the needs for intermodal connections for citizens and freight; emphasises therefore that priority must be given to rail, ports, sustainable maritime and inland waterways and their hinterland connections or intermodal nodes in infrastructure links with and within new Member States and that particular attention must also be paid to cross-border transport links, as well as to better links with airports and sea ports in the trans-European networks; emphasises that attention should be paid to the different but complementary needs of both passengers and freight; recommends that Member States and regional authorities improve intermediate stations and local interconnections as links to TEN-T in order to minimise the costs associated with being in a peripheral area;
5. souscrit dès lors à la conception d'une approche davantage cohérente et intégrée, dans le domaine des réseaux de transport, reflétant les besoins de liaisons intermodales pour les citoyens et le fret; souligne, partant, que la priorité doit être accordée au chemin de fer, aux ports, aux voies navigables – maritimes et intérieures – durables, et à leurs liaisons avec l'arrière-pays ou aux nœuds intermodaux des infrastructures avec les nouveaux États membres et à l'intérieur de ceux-ci, et qu'une attention particulière doit être portée également aux liaisons de transports transfrontalières ainsi qu'à une amélioration des liaisons avec les aéroports et les ports maritimes dans les réseaux transeuropéens; souligne qu'il convient de prendre en compte les besoins, différents mais complémentaires, du transport de voyageurs et de marchandises; recommande aux États membres et aux autorités régionales d'améliorer les gares intermédiaires et les interconnexions locales en tant que liaisons avec le RTE-T afin de minimiser les coûts liés à une situation de périphérie;
