Mr. Speaker, I have the honour to present, in both official languages, the second report of the Standing Committee on Access to Information, Privacy and Ethics in relation to our study of the main estimates 2014-15, specifically vote 1 under the Office of the Commissioner of Lobbying of Canada; vote 2 under the Office of the Conflict of Interest and Ethics Commissioner; votes 1 and 5 under the offices of the information and privacy commissioners of Canada; and vote 1 under the Office of the Senate Ethics Officer.
Monsieur le Président, j'ai l'honneur de présenter, dans les deux langues officielles, le deuxième rapport du Comité permanent de l'accès à l'information, de la protection des renseignements personnels et de l'éthique, qui porte sur l'étude du Budget principal des dépenses de 2014-2015, plus précisément sur le crédit 1 sous la rubrique Commissariat au lobbying, le crédit 2 sous la rubrique Commissariat aux conflits d'intérêts et à l'éthique, les crédits 1 et 5 sous la rubrique Commissariats à l'information et à la protection de la vie privée du Canada, et le crédit 1 sous la rubrique Conseiller sénatorial en éthique.

The regulation of advertising on the Internet must respond to the ingenuity of copywriters, and it is essential to restrict methods and techniques that violate protection of privacy or ethical frameworks, or interfere in the special nature of child development.
La réglementation de la publicité en ligne doit tenir compte de l’ingéniosité des publicitaires. De même, il faut absolument poser des limites strictes aux méthodes et techniques qui violent la vie privée ou les cadres éthiques, ou qui nuisent au caractère spécifique du développement de l’enfant.

On the other hand, Standing Order 108(3)(h), which outlines the mandate of the Standing Committee on Access to Information, Privacy and Ethics, states at subparagraph (iii) that this mandate includes, “the review of and report on the effectiveness, management and operation together with the operational and expenditure plans relating to the Conflict of Interest and Ethics Commissioner”, while subparagraph (v) indicates, “in cooperation with other committees, the review of and report on any federal legislation, regulation or Standing Order which impacts upon the access to information or privacy of Canadians or the ethical standards of public office holders”.
Par contre, l'alinéa 108(3)h) du Règlement, qui décrit le mandat du Comité permanent de l'accès à l'information, de la protection des renseignements personnels et de l'éthique, précise au sous-alinéa (iii) que ce mandat comprend « l'étude de l'efficacité, de l'administration et du fonctionnement du Commissaire aux conflits d'intérêts et à l’éthique ainsi que de ses plans opérationnels et de dépenses, et la présentation de rapports à ce sujet », tandis qu'on peut lire au sous-alinéa (v) que ce mandat comprend également, « de concert avec d’autres comités, l’étude de tout projet de loi ou règlement fédéral ou de toute disposition du Règlement qui a une incidence sur l’accès à l’information ou la protection des renseignements personnels des Canadiens ou sur les normes en matière d’éthique des titulaires de charge publique ».

25. Considers that stringent ethical guidelines need to be developed in due time, particularly for nanomedicine, such guidelines being the right to privacy, free and informed consent, the limits set on non-therapeutic human enhancement, whilst offering encouragement to this promising interdisciplinary domain with breakthrough technologies such as molecular imaging and diagnostics, which can offer impressive benefits for the early diagnosis and smart and cost-effective treatment of many diseases; asks the European Group on Ethics in Science and New Technologies to draw up an opinion on this issue, building on its Opinion No 21 of 17 January 2007 on "Ethical aspects of nanomedicine" and drawing on the ethical opinion issued by EU national ethics bodies as well as the work undertaken by international organisations such as UNESCO;
25. estime qu'il convient de définir, en temps utile et en particulier pour la nanomédecine, des orientations éthiques exigeantes comme le respect de la vie privée, le consentement libre et éclairé, les limites fixées aux interventions non thérapeutiques sur le corps humain, tout en encourageant ce domaine interdisciplinaire prometteur mettant en œuvre des technologies d'avant-garde comme l'imagerie et le diagnostic moléculaires, qui peuvent avoir des retombées spectaculaires pour le diagnostic précoce et le traitement intelligent et efficace de nombreuses pathologies; demande au Groupe européen d'éthique des sciences et des nouvelles technologies de présenter un avis sur cette question, en s'appuyant sur son avis n° 21 du 17 janvier 2007 sur les aspects éthiques de la nanomédecine, et de s'inspirer des avis établis par les organes européens nationaux compétents en matière d'éthique ainsi que des travaux menés par des organisations internationales, telle l'Unesco;

35.
