As is well known, there are two conflicting visions here of what are called public services, and I hope that it will be possible to reconcile them one day. According to the first view, public services cannot be truly European unless they are transformed into markets, that is to say unless the private sector is given the infrastructures, know-how and networks patiently acquired sometimes in the public domain and, where postal services are concerned, practically always in the public domain.
En réalité, on le sait bien, sur ce que l'on appelle les services publics, il y a deux visions qui s'opposent ici et j'espère qu'elles pourront trouver conciliation un jour : la première considère que les services publics ne peuvent faire l'Europe que s'ils sont transformés en marchés, c'est-à-dire, si l'on donne au secteur privé le capital d'infrastructures, de savoir-faire, les réseaux qui ont été patiemment acquis, parfois, dans le domaine public, et en matière de poste, pratiquement partout dans le domaine public.

To this end, and in accordance with the objectives of the Commission Communication "Innovation in a knowledge-driven economy", activities will be implemented in a number of specific areas that are complementary and mutually supportive, within themselves and with the actions carried out under the heading "Integrating and strengthening the European Research Area". They will focus on improving the knowledge, understanding and capabilities of the actors involved - research workers, industrialists, investors, public authorities at European, national and regional levels, and others - by encouraging more intensive and fruitful interactions between them, and by providing strategic information and services, as well developing new methodologies and tools, to assist them in their particular endeavours. A general principle underlying all these actions is that innovation cannot be separated from research; the actions serve to reinforce the links between research and innovation, from the point of the conception of research activities, right through the period of their realisation.
À cet effet, et conformément aux objectifs de la communication de la Commission "L'innovation dans une économie fondée sur la connaissance", des actions seront mises en oeuvre dans certains domaines précis. Ces actions se compléteront et se renforceront à la fois entre elles et avec les actions menées sous la rubrique "Intégrer et renforcer l'espace européen de la recherche". (51) Since the objectives of the proposed action, namely setting a common level of universal service for telecommunications for all European users and of harmonising conditions for access to and use of public telephone networks at a fixed location and related publicly available telephone services and also achieving a harmonised framework for the regulation of electronic communications services, electronic communications networks and associated facilities, cannot be sufficiently achieved by the Member States and can therefore by reason of the scale or effects of the action be better achieved at Community level, the Community may adopt measures in accordance with the principles of subsidiarity as set out in Article 5 of the Treaty.
