In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of supplementing the list of products set out in Annex I to this Regulation; establishing the restrictions and derogations with regard to the sourcing of feed in the case of a designation of origin; establishing restrictions and derogations with regard to the slaughtering of live animals or with regard to the sourcing of raw materials; laying down rules which limit the information contained in the product specification; establishing the Union symbols; laying down additional transitional rules in order to protect the rights and legitimate interests of producers or stakeholders concerned; laying down further details on the eligibility criteria for the names of traditional specialities guaranteed; laying down detailed rules relating to the criteria for optional quality terms; reserving an additional optional quality term, laying down its conditions of use and amending those conditions; laying down derogations to the use of the term ‘mountain product’ and establishing the methods of production, and other criteria relevant for the application of that optional quality term, in particular, laying down the conditions under which raw materials or feedstuffs are permitted to come from outside the mountain areas; laying down additional rules for determining the generic status of terms in the Union; laying down rules for determining the use of the name of a plant variety or of an animal breed; defining the rules for carrying out the national objection procedure for joint applications concerning more than one national territory; and for complementing the rules of the application process, the opposition process, the amendment application process and the cancellation process in general.

Certain transport operations within Community territory involving raw materials and products derived therefrom should be subject to controls entailing the use of T5 control copies to be issued in accordance with Commission Regulation (EEC) No 2454/93 of 2 July 1993 laying down provisions for the implementation of Council Regulation (EEC) No 2913/92 establishing the Community Customs Code (14).

(8) Whereas gelatine is prepared from bones, farmed ruminant and wild game hides and skins, pig and poultry skins, tendons and sinews and fish skins and bones; whereas supervided hygienic slaughtering of cattle in a slaughterhouse prevents contamination of hides with material presenting risks as regards transmissible spongiform encephalopathies; whereas it is appropriate that these raw materials originate from healthy animals and are dealt with hygienically when being collected, transported stored and handled; whereas in order to guarantee traceability of these raw materials it is appropriate to require collection centres and tanneries which intend to supply these materials ot be authorised and registered, whereas, furthermore, it is appropriate to lay down a model of commercial document which should accompany these raw materials during transportation a time of delivery in the collection centres and in the tanneries and in the gelatine processing plants;
(8) considérant que la gélatine est préparée à partir d'os, de peaux de ruminants d'élevage et de gibier sauvage, de peaux de porcs et de volailles, de tendons et de peaux et arêtes de poissons; que l'abattage des bovins dans un abattoir dans de bonnes conditions d'hygiène et sous surveillance évite la contamination des peaux par des matières présentant des risques au regard des encéphalopathies spongiformes transmissibles; qu'il convient que ces matières premières proviennent d'animaux sains et soient traitées de manière hygiénique au cours des opérations de collecte, de transport, de stockage et de manipulation; que, pour garantir la traçabilité de ces matières premières, il convient d'exiger que les centres de collecte et tanneries comptant fournir ces matières soient autorisés et enregistrés; qu'il convient, en outre, d'établir un modèle de document commercial qui devrait accompagner ces matières premières lors du transport et au moment de la livraison dans les centres de collecte, les tanneries et les usines de transformation de gélatine;
