Observes that the global consumption of natural gas is currently on the rise, and that Europe remains among the regions with the highest gas import needs; notes that according to the International Energy Agency, domestic gas production in Europe is projected to decline and demand to increase, pushing up imports to around 450 bcm by 2035; recognises, therefore, the important role of worldwide shale gas production in ensuring energy security and diversity of energy sources and suppliers in the medium to long term; is aware that domestic production of shale gas could offer an opportunity for some Member States to further diversify their natural gas supply sources, bearing in mind Member States’ dependence on natural gas imports from third countries; recognises that as a result of the growth of production of natural gas from shales in the US, more LNG supplies are now available for Europe, and that a combination of increased domestic supply of natural gas and greater LNG availability provides attractive options for gas supply diversity;

Article 10(2)(b) and (3) of Regulation (EC) No 1235/2008 therefore provides that a control authority or a control body cannot be recognised for a product originating from a third country listed in the list of recognised third countries in Annex III to that Regulation and belonging to a product category for which that third country is recognised.

Therefore Regulation (EC) No 391/2009 empowers the Commission to apply periodic penalty payments where a recognised organisation has failed to undertake the preventive and remedial actions required by the Commission, after a reasonable period and until such time as the required actions have been taken by the recognised organisation concerned.

Recognises in this connection the progress made at the GAERC meeting on 22 November 2004 concerning the further development of the rapid deployment "Battle Groups" concept for high-intensity military operations; notes that these Battle Groups are to be primarily derived from the bi–national and multinational forces already existing within the EU; also notes the agreement to work out a Civilian Headline Goal 2008, as approved by the GAERC, and welcomes the intention expressed therein of making the existing civilian instruments more comprehensive and effective, so that the combination of various integrated contingents can take place on the basis of specific needs on the ground; recognises, therefore, that future civilian crisis management within the framework of the ESDP will in effect go beyond the four priority areas set out in Feira (police, rule of law, civil administration and civil protection);

Recognises the wide desirability and necessity of electricity from RES, and that in the long run it will be possible to cover our power requirement from the use of various renewable energy technologies; recognises therefore that a combination of biomass and hydro-electric power will in future provide for constant base load generation, and that in addition, the use of wind and photovoltaic power, in conjunction with fuel cell technology, will be able to cover loads in excess of the base load;
