As regards the question of what we do about UNMIK and KFOR and the general administration of Kosovo right now, I would actually say throwing money at it would help a great deal, in the sense that if we could get aid in for both Serbian and Albanian populations, if we could get police in, if we could rapidly put together a civil administration.perhaps a headless one, because it's very hard to get the Albanian and Serbian members to sit together on administrative council, and we're still haggling about that.
