Opposes the proposed creation of a 'reserve' of 10% of the Structural Funds, since this would, automatically and from the outset, impair the rhythm of cohesion and would leave the Commission with excessive powers of discretion as regards a posteriori allocation; considers that such a reserve would also be discriminatory from the budgetary viewpoint, as the procedure would apply only to category 2 of the Union budget; believes that 10% is too high a level, given that it is almost the same as the entire allocation for the Cohesion Fund; considers, in view of the above, that the provision for this reserve should be removed, or, if this is not possible, the allocations should be left to the Member States; believes the latter solution should lead to the stronger promotion of technological and energy development projects, since the national approach would eliminate most of the legal and technical problems;
