Whereas the enlargement of the European Union to 25 Member States on 1 May 2004 increased the disparities between European regions and forthcoming enlargements may further increase those disparities; whereas enlargement also led to a substantial increase in the number of border regions; whereas it should be noted that Euroregions have made a decisive contribution towards surpassing frontiers in Europe, building good, neighbourly relations, bringing people together on both sides of borders and breaking down prejudices, in particular through cooperation at local and regional level across national borders,

It is very positive to note that our Parliament accepts by an overwhelming majority firstly, that any renationalisation of regional policy would be devastating even to the very existence of the European Union, of which it is a basic connective fabric, secondly, that the so-called statistical effect of enlargement – of any enlargement – would be addressed in such a way as to ensure continuing support for the regions for which it was considered necessary before enlargement, in order not to interrupt their progress towards development, thirdly, that the special regions from the point of view of natural disadvantages will also need to receive special treatment and finally, that the cohesion policy, which is indeed an essential tool to enable the Union to achieve the Lisbon objectives, has provided important results to date. It is therefore worth our while to continue this balanced, balancing, reliable and effective policy.

It is, however, not so much the current situation which gives rise to most concern but rather the possible impact of an enlargement on these regions which currently lie directly at the EU’s external borders The adjacent regions in the applicant countries have an altogether lower per capita GDP in purchasing power parity. Above all, the cost of living and labour costs are appreciably lower in those regions.

Recalls that the European Union must respond appropriately to an enlargement which will increase considerably the number of disadvantaged regions; draws attention to the risk of uneven growth in the various regions of the candidate countries in the wake of both certain candidate countries' internal policies and the effects of the market and of investment by the Member States and, therefore, calls on the Commission to revise the criteria governing the award of structural aid with the aim of ensuring that both the candidate countries and the current Member States receive appropriate support for their disadvantaged regions; calls on the European Union to retain the cohesion criteria as they apply to the EU 15, regardless of any statistical changes in average income in the EU brought about by the enlargement;

The Commission's "Communication Strategy for Enlargement" of 2000 underlines that "the people in the regions bordering the candidate countries need to be reassured of the positive effects of enlargement" and announced an objective analysis of the socio-economic situation in border regions and of the available structural measures.
