Like many of my fellow Members, I deplore the fact that the Council has further reduced an already meagre budget: the commitment appropriations of the draft budget represent a total amount of EUR 134 billion, that is to say, a shortfall of EUR 469 million with regard to the PDB, even though the payments stand at EUR 115 billion, this being a decrease of EUR 1.8 billion. The payments are thus limited to 0.89% of GNI, that is to say, an unprecedented level that is drastically widening the gap between commitments and payments and this is something that goes against budgetary discipline.

− (FR) Mr President, I would like to thank all my fellow Members who have spoken, and say how much the warm words spoken, by Mrs Isler Béguin for example, reflect the enthusiasm of those who have taken part in electoral missions. Even though this report may appear to be very much based on consensus, and as has been said in some reports I have read, is of little media interest, involved little internal conflict, little external conflict, and little of anything, it certainly represents a great deal for countries that have young democracies and must hold elections.

Along with these individual consultations, I also intend to hold a roundtable to allow these people to exchange ideas, on a voluntary basis of course, to see if positions which, at first glance, may seem irreconcilable can be brought together, to explain the bill to all these people without getting into too many details, to provide an opportunity to my fellow citizens to express their views and help me in my consideration of this issue, so that when we vote at the various stages of the process, my position will be based on the input provided by my constituents.
