IN-CONTEXT TRANSLATIONS

2. Notes the cuts in funding for rural development under the European Agricultural Fund for Rural Development (EAFRD) in commitments and payments for the 2015 budget; points out that EAFRD projects – including the LEADER programmes – are a major driver of rural development, as they deliver wider benefits to the EU at large, in particular in generating growth, added value and jobs, especially with regard to the role that smallholdings and family farms play in job creation in rural areas; asks that careful consideration be given to the final level of commitment and payment appropriations in the 2016 budget; insists that particular attention should be paid to encouraging generational renewal in agriculture, supporting young famers and innovation; acknowledges in this regard the opportunities which the Erasmus for Young Entrepreneurs programme could create for young farmers in terms of facilitating knowledge transfer, exchange of information and professional experience;

Expresses its anxiety at the delays in setting up paying agencies and the integrated administration and control system, which have to be properly in operation to enable direct payments to be made to farmers; notes, given the complexity of the procedures, that the Commission needs to provide greater technical assistance, to be combined with the efforts of the Polish authorities, which, in accordance with the government decision of 6 November 2003, will significantly raise the number and skill levels of personnel working in this sector; insists that information policy and the involvement of civil society in rural development measures need to be substantially improved in order to stabilise the rural economy and to avoid further massive unemployment in rural regions; urges the Polish Government to fully implement the agro-environmental measures and to support the Leader-type local action groups in their integrative rural development efforts;
