During Committee discussion of this report, Mr J-L Bourlanges stated his view that the discharge procedure foreseen for the "self-financing" agencies, whereby the management board of the agency would grant discharge on the recommendation of the European Parliament, would have the effect of making the Parliament a consultative body in the procedure, leaving the "last word" (the Commission's expression) to the management board in case of disagreement between the two.
