On 21 March 2011 the Romanian National Anti-Corruption Department instituted proceedings against Adrian Severin, Member of the European Parliament, on the basis of information according to which between December 2010 and March 2011 Mr Severin, exploiting his position as Member of the European Parliament, allegedly accepted an offer of payment of €100 000 from representatives of a self-styled lobbying company which presented itself under the name of 'Taylor Jones Public Affairs', in exchange for his support in the European Parliament for a draft amendment to Directive 94/19/EC on deposit-guarantee schemes concerning the time limit for the reimbursement of depositors in the case of a bank failure.
Le 21 mars 2011, la Direction nationale anticorruption roumaine a engagé une procédure contre Adrian Severin, député au Parlement européen, en se fondant sur l'information selon laquelle, de décembre 2010 à mars 2011, M. Severin, abusant de sa position de député au Parlement européen, aurait accepté une offre de paiement de 100 000 EUR de la part des représentants d'une prétendue société de conseil qui s'était présentée à lui sous le nom de Taylor Jones Public Affairs, en échange de son soutien, au sein du Parlement européen, en faveur d'un projet d'amendement à la directive 94/19/CE relative aux systèmes de garantie des dépôts, amendement qui portait sur le délai de remboursement des déposants en cas de faillite bancaire.

According to the Romanian authorities, the preliminary checks carried out (relating, in particular, to a statement by another Member of the European Parliament, a copy of the invoice and the audio recordings supplied by the media) have resulted in the serious suspicion that, after making a deal with the representatives of the self-styled lobbying company, Mr Severin contacted – both personally and through his secretariat – at least one other Member of the European Parliament with the aim of discovering whether an amendment had been tabled for discussion in the Committee on Legal Affairs concerning the time limit for the reimbursement of depositors in the case of a bank failure.
Selon les autorités roumaines, il ressort des vérifications préliminaires effectuées (concernant notamment les déclarations d'un autre député au Parlement européen, la copie de la facture et les enregistrements audio fournis par les médias), qu'un grave soupçon pèse sur M. Severin, lequel, après avoir conclu un accord avec les représentants de la prétendue société de conseil, aurait contacté, en personne ou par l'intermédiaire de son secrétariat, au moins un autre député au Parlement européen afin de savoir si un amendement concernant les délais de remboursement des déposants en cas de faillite bancaire, avait été présenté pour examen au sein de la commission juridique.
