Senator Cowan: To follow up on Senator Oliver's point, as I listened to that and as I read the sections that you referred to, it does concern me that perhaps the objectives, as laudable as they are, might create a bit of a false sense of security or optimism in the minds of a plaintiff in this country who would assume that, having pursued his or her lawsuit, that that was the end of the process and the government would then step in and get the money.
