9. Welcomes the First Agreement on the Principles of Normalisation of Relations reached in the high-level dialogue between the Prime Ministers of Serbia and Kosovo on 19 April 2013; welcomes Serbia’s engagement in the normalisation process with Kosovo, and strongly encourages the Serbian authorities to play a constructive role in this process, as well as in the development of good neighbourly relations which can serve the interests of both Serbia and Kosovo; notes that the pace of the overall negotiations has slowed down, due, inter alia to the holding of early elections in both Serbia and Kosovo; welcomes the formation of a new government in Kosovo, which is an important step for the resumption of the high-level dialogue of 9 February 2015 that led up to the agreement on the judiciary in Mitrovica, and also welcomes, in this respect, the constructive role of the Serbian Government in encouraging the elected representatives of the Serbian minority to participate and assume their responsibilities within the new coalition government in Pristina; calls on Serbia and Kosovo to move forward with the full implementation of all the already-reached agreements, in good faith and in a timely manner, and on the EU to carry out an evaluation of the performance of the parties in fulfilling their obligations; encourages the Serbian and Kosovo authorities to further normalise their relations; calls for continuous efforts by both sides to bring ethnic Albanian and Serbian communities closer together; underlines that the negotiating framework requires progress in the process of normalising relations with Kosovo under Chapter 35 to be made in parallel with progress in negotiations overall; stresses that Chapter 35 should be opened early in the negotiations; considers that full normalisation of relations between Serbia and Kosovo would facilitate Serbia’s accession to the EU;

Welcomes the first-ever country-wide local elections in Kosovo on 3 November 2013 and in particular the visible voter turnout in Serbian-dominated municipalities to the south of the Ibar river as well as the overall orderly conduct of the local elections in Kosovo, as assessed in the preliminary statement of the EU-EOM as a crucial step towards the formation of the Community of Serbian Municipalities, which is part of the normalisation process; welcomes the efforts which Belgrade and Pristina have invested to ensure that the elections are peaceful and in keeping with democratic norms; strongly condemns the violence and persistent intimidation which occurred in the north Mitrovica and Zvečan municipalities and urges the Serbian authorities to do their utmost to facilitate efforts to bring the perpetrators of violence to justice; notes, in this connection, the Serbian leaders’ pledge that those responsible for the outbreak of violence will be held accountable for their actions; notes that further vigilant efforts are needed to break the organised crime network and its ties to local political elites and to re-establish the rule of law in the north of Kosovo; welcomes the stance taken by Serbian political leaders who have actively encouraged ethnic Serbians in Kosovo to participate in the elections, but notes at the same time that Belgrade should not stifle political pluralism in the Serbian community in Kosovo by campaigning on behalf of any particular party or electoral list;

Emphasises the need for greater transparency in communicating the outcomes of the Belgrade-Pristina dialogue and involving the parliaments and civil societies concerned in the implementation process; stresses, in this regard, the need for the Serbian and Kosovo negotiators to build public trust and reach out to citizens, women and men; calls on the Serbian authorities in Belgrade, Mitrovica and south of the Ibar river to do more to increase community interaction between Kosovo Serbs and Albanians, in particular by encouraging schools and community centres to teach the Albanian language; emphasises that Kosovo Albanians must also be strongly encouraged to interact more with the Serbian communities around them and to learn the Serbian language, as a vital element of the integration of the Serbian community in Kosovan society, future dialogue and bi-communal governance;

And for the Serbs, it retained Kosovo as part of Serbia and it retained Serbian police, Serbian courts, Serbian education, and a Serbian health system in Kosovo as at least a minimum guarantee for the Serbian Kosovars who as well had lived there for generations and could rightly expect to continue to live there even under a different form of government.

NATO has laid down the conditions for the restoration of normalcy in the Balkans. Briefly they are: the immediate and verifiable end of the violence and repression in Kosovo; the withdrawal from Kosovo of Yugoslav and Serbian military police and paramilitary forces; the safe and free return of all refugees and displaced persons; unimpeded access by humanitarian organizations and the deployment of an international presence endorsed by the United Nations, with both civil and military components capable of achieving the commonly shared objective of the safe return of the Kosovars to Kosovo. The last condition would be to negotiate a political framework that would grant Kosovo a considerable degree of autonomy within the territory of the Yugoslav republic.
