Draws particular attention to the situation of thousands of North Caucasus refugees in EU Member States, with special reference to the diaspora from Chechnya living in Austria, which amounts to at least 20 000 people, including many minors; expresses serious concern, in that connection, at the murder of a Chechen refugee in Vienna in May 2010 and the grave allegations regarding the Chechen President’s implication in that crime; calls for the EU Member States to implement a more coordinated, coherent and visible policy on the protection of North Caucasus refugees on European soil, in accordance with their humanitarian and human rights obligations;
attire particulièrement l'attention sur les milliers de réfugiés du Caucase du Nord présents dans les États membres de l'Union européenne, et en particulier la diaspora tchétchène vivant en Autriche qui compte au moins 20 000 personnes, dont de nombreux mineurs; exprime sa vive inquiétude, à cet égard, à propos du meurtre d'un réfugié tchétchène en mai 2010 à Vienne et les allégations graves concernant l'implication du président tchétchène dans ce meurtre; demande instamment une politique mieux coordonnée, plus cohérente et plus visible de la part des États membres de l'Union européenne pour la protection des réfugiés du Caucase du Nord sur le sol européen, conformément à leurs obligations humanitaires et en matière de droits de l'homme;

I am therefore delighted that our delegation will be spending half a day next Monday with our Russian colleagues in Chechnya to talk over the difficulties. I am also pleased that, in the compromise resolution which will be voted on in a moment, our delegation will be given the task of setting up a working party, which will very specifically follow the situation in Chechnya and will mount an independent inquiry into what is actually happening in Chechnya.
Je me félicite donc particulièrement du fait que notre délégation s’entretiendra de cette problématique avec nos collègues russes en Tchétchénie durant une demi-journée lundi prochain et de ce que la résolution de compromis que nous allons voter tout à l’heure prévoie de donner mission à notre délégation de constituer un groupe de travail qui concentrera toute son attention sur la situation en Tchétchénie et ouvrira une enquête indépendante sur ce qui se passe réellement en Tchétchénie.

The Ministers of the European Union and of the associated countries of Central and Eastern Europe renew their urgent calls, regarding the situation in Chechnya, for: - the conclusion of a cease-fire without delay; - the start of negotiations with representative spokesmen to find a political solution; - unhindered access for humanitarian aid.

The regular six-monthly consultations on human rights took place between the EU and Russia, where the situation remained worrying, particularly as regards Chechnya, the position of NGOs and the freedom of the press.
