1. While acknowledging certain improvements, deplores the fact that the Euro-Mediterranean partnership's main objectives are still far from being achieved; stresses that the success of this process, and of the FTA in particular, which could contribute to peace, prosperity and security in the entire region, requires a sustained and convergent effort from all parties and greater involvement of civil society and of the people on both shores of the Mediterranean;

The year 2007 will also be important because it will be the year that we define and implement far-reaching action plans to help create a brighter future for the region: the Horizon 2020 plan, whose aim is to depollute the Mediterranean Sea; the Istanbul action plan on the role of women in society, adopted in November 2006; the practical implementation of the Tampere programme, adopted during the conference of Euro-Mediterranean Ministers of Foreign Affairs; and the action plan for implementing the free-trade area that is the subject of Mr Arif’s report, to which I would like to turn now.

Eastward enlargement and the EU's Mediterranean strategy; the role of civil society in the political and economic challenges facing the Euro-Mediterranean region; social cohesion in the enlargement countries, the Euro-Mediterranean region and the new neighbouring countries: three key themes that are to discussed during the forthcoming joint conference that has been organised by the European Economic and Social Committee (EESC) and the Consiglio Nazionale dell'Economia e del Lavoro - Italy's Economic and Social Council (CNEL) entitled "the role of civil society in Euro-Mediterranean Policy after enlargement".

Finally, with regard to the social, cultural and human chapter, the Presidency has tried to respond to the challenges posed by such important issues as immigration, dialogue between cultures and civilisations or the participation by the different players from civil society in Euro-Mediterranean construction, incorporating a series of measures into the action plan of which I would like to highlight the following: firstly, the adoption of a framework document, which I mentioned earlier, on justice and internal affairs, which deals, for example, with such important issues as the fight against drugs, the fight against organised crime, the fight against terrorism, treatment of migratory flows and the movement of persons, etc.
