Expresses deep concern at the worsening condition of critical civil society in Russia, in particular those organisations which work on human rights and democratic freedoms and express criticism of state policies; strongly calls on Russia to reverse the current trend, to ensure that these citizens and organisations are able to carry out their legitimate activities without any hindrance and to promote the engagement of a critical civil society;
10. exprime sa profonde préoccupation face à la détérioration du droit à l'expression critique de la société civile en Russie, qui empêche notamment les organisations de défense des droits de l'homme et des libertés démocratiques de critiquer les actions de l'État; exhorte la Russie à renverser la tendance actuelle, à garantir que ces citoyens et organisations puissent exercer leurs activités légitimes en toute liberté, et à promouvoir l'engagement d'une société civile autorisée à faire œuvre de critique;

The Commission is also assisting Ukrainian refugees in Belarus and Russia through the national Red Cross Societies in the respective countries.

8. Expresses, however, its concern about the deteriorating climate for the development of civil society in Russia, in particular with regard to the recent adoption of a series of laws governing demonstrations, NGOs, defamation and the internet which contain ambiguous provisions and could lead to arbitrary enforcement; reminds the Russian authorities that a modern and prosperous society needs to recognise and protect the individual and collective rights of all its citizens; calls, in this context, on the Russian competent bodies to amend the new laws on NGOs so as to safeguard citizens’ associations that receive financial support from reputable foreign funds from political persecution;
8. exprime néanmoins ses préoccupations face au climat délétère pour le développement de la société civile en Russie, notamment depuis la récente adoption d'un ensemble de lois réprimant les manifestations, les associations, la diffamation ou l'internet qui contiennent des dispositions ambiguës et pourraient conduire à une application arbitraire; rappelle aux autorités russes qu'une société moderne et prospère a besoin de reconnaître et protéger les droits individuels et collectifs de tous ses citoyens; invite, à cet égard, les organes compétents en Russie à modifier les nouvelles lois sur les ONG de manière à protéger des persécutions politiques les associations de citoyens qui perçoivent un soutien financier de la part de Fonds étrangers de bonne réputation;

whereas the work of human rights organisations such as Memorial is essential for the creation of a stable and free society in Russia and the establishment of real and lasting stability in the North Caucasus in particular; whereas the Russian Government and the governments of the North Caucasus republics can therefore be proud of the important role played by such organisations,

Calls for the EU-Russia human rights consultations to be stepped up and urges that this consultation process be opened up to effective input from the European Parliament, the Duma, the Russian judicial authorities and civil society and human rights organisations; calls on Russia to respect fully its obligations as a member of the OSCE and of the Council of Europe;
