The proposal for a Framework Decision on minimum standards for the definition of offences and the penalties applicable to them in the field of illicit trafficking in drugs enjoys the highest priority in the Council and the European Parliament, in accordance with the conclusions of the Laeken European Council, which asked that it be adopted before the end of May 2002.
