Urges the Commission to follow up on the ‘five presidents’ report’ and to submit an ambitious blueprint putting forward all the measures required to make the Economic and Monetary Union (EMU) more resilient and turn it into a framework for better coordination, structural convergence and solidarity, capable of achieving the objectives set out in Article 3 of the Treaty on European Union (TEU), including an EMU-level fiscal capacity an
d completion of the Banking Union; calls for rapid implementation of its resolution on e
conomic governance, starting with the ...[+++]streamlining of the European Semester and the negotiation of an interinstitutional agreement; welcomes, in this connection, recent initiatives to complete and rebalance the EMU; calls for the adoption of the Community method in the European Stability Mechanism (ESM), the substitution of the ‘Troika’ with a Community-based monitoring structure, the management of sovereign debt following the approval of the two-pack, and the deepening of the concept of structural reform, the means of financing such measures and their integration in the Semester; calls also for a debate on the dynamics that are fuelling the north-south divide in the EU and, in particular, in the monetary union, as well as the impediments to economic growth in Europe; 5. exhorte la Commission à donner suite au rapport dit "des cinq présidents" et à proposer un projet ambitieux qui rassemble toutes les mesures indispensables pour améliorer la résilience de l'Union économique et monétaire (UEM) et la transformer en un cadre qui permette une meilleure coordination, une convergence structurelle renforcée et davantage de solidarité, afin que puissent être atteints les objectifs énoncés à l'article 3 du traité sur l'Union européenne (traité UE), entre autres celui de la mise en place d'une capacité budgétaire au sein de l'UEM et celui de l'achèvement de l'union bancaire;
demande que sa résolution sur la gouvernance éco ...[+++]nomique soit mise en œuvre rapidement, à commencer par la rationalisation du Semestre européen et la négociation d'un accord interinstitutionnel; salue à cet égard les initiatives récentes visant à parachever et à rééquilibrer l'UEM; demande l'adoption de la méthode communautaire au sein du mécanisme européen de stabilité (MES), le remplacement de la "troïka" par une structure de surveillance encadrée par l'Union, la gestion de la dette publique à la suite de l'approbation du "two-pack", l'approfondissement du concept de "réforme structurelle, la majoration du financement de ces mesures et leur intégration dans le Semestre européen; demande l'ouverture d'un débat sur la dynamique qui sous-tend la fracture nord-sud dans l'Union et, en particulier, dans l'union monétaire, et sur les entraves à la croissance économique en Europe;
