Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. Definition: The schizophrenic disorders are characterized in general by fundamental and characteristic distortions of thinking and perception, and affects that are inappropriate or blunted. Clear consciousness and intellectual capacity are usually maintained although certain cognitive deficits may evolve in the course of time. The most important psychopathological phenomena include thought echo; thought insertion or withdrawal; thought broadcasting; delusional perception and delusions of control; influence or passivity; hallucinatory voices commenting or discussing the patient in the third person; thought disorders and negative symptoms. The course of schizophrenic disorders can be either continuous, or episodic with progressive or stable deficit, or there can be one or more episodes with complete or incomplete remission. The diagnosis of schizophrenia should not be made in the presence of extensive depressive or manic symptoms unless it is clear that schizophrenic symptoms antedate the affective disturbance. Nor should schizophrenia be diagnosed in the presence of overt brain disease or during states of drug intoxication or withdrawal. Similar disorders developing in the presence of epilepsy or other brain disease should be classified under F06.2, and those induced by psychoactive substances under F10-F19 with common fourth character .5.

A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

When an offence has been committed in a Member State with a vehicle which is registered in another Member State, and the case is not sanctioned and closed immediately by an authority which is in charge of pursuing the offence in the State of offence, the competent authority in that State shall send the vehicle registration number and information concerning the place and date of the offence to the competent authority in the other Member States or the State of residence if this can be identified. Que, de l’avis de la Chambre, dans le contexte du différend avec les États-Unis au sujet du bois d’œuvre résineux, le gouvernement devrait: a) négocier un terme à la procédure d’imposition de droits compensatoires par les États-Unis par le remplacement de ce recours commercial par un autre centré sur les subventions nettes en tenant compte des obligations non imposables, des abattements de taxe de vente, des réductions des impôts fonciers, des crédits d'impôt à l'investissement et des ententes de cogénération d’énergie disponibles aux États-Unis au niveau des États et au niveau des administrations locales, ou centré uniquement sur la détermination du caractère anticoncurrentiel, le cas échéant, des politiques appliquées au Canada et ailleurs; b) entamer aussi des négociations avec le gouvernement des États-Unis en vue d’éliminer la concurrence en matière fiscale, en particulier les subventions au secteur manufacturier, que se livrent le Canada et les États-Unis.

Mr. Cullen (Etobicoke North) , seconded by Mr. Harvey (Chicoutimi—Le Fjord) , moved, — That, in the opinion of this House, the government, in the context of the softwood lumber dispute with the United States, should: (a) negotiate an end to the United States' countervailing duty process by replacing this United States trade remedy with one which either focuses on net subsidies — taking into account tax-free bonds, sales tax abatements, property tax reductions, investment tax credits and energy co-generation agreements — which are available in the United States at the state and local government levels, or that focuses exclusively on whether or not policies in Canada and elsewhere are anti-competitive in nature; and (b) that, in addition to the foregoing, the government should launch negotiations with the United States' government with a view to eliminating tax competition, in particular manufacturing subsidies, which is ongoing between Canada and the United States (Private Members' Business M-397)

2a. If a Member State makes the taking up of the activities referred to in Article 2 or their pursuit under the professional title of the host Member State, other than in compliance with the requirements laid down in Title III, Chapter III and the annexes or in possession of a diploma, certificate or other evidence of formal qualifications, dependent on gaining equivalent practical experience during a specified period, the Member State concerned shall recognise as sufficient evidence a certificate by the home Member State or Member State of origin showing that the practical experience was gained during an equivalent period in the home Member State or Member State of origin.
2 bis. Si, dans un État membre, l'accès aux activités visées à l'article 2 ou l'exercice de celles‑ci sous le titre professionnel de l'État membre d'accueil est subordonné, outre à la satisfaction des exigences visées au titre III, chapitre III, et aux annexes ou à la possession d'un diplôme, certificat ou autre titre, à l'accomplissement d'un stage professionnel pendant une certaine période, l'État membre intéressé reconnaît comme preuve suffisante une attestation de l'État membre d'origine ou de provenance selon laquelle une expérience pratique appropriée a été acquise dans l'État membre d'origine ou de provenance.

The honourable Member’s attention is drawn to Article 203 of the TEC which lays down that the Council is to be composed of a ministerial level representative of each Member State. It also states that this person must be authorised to commit the government of the Member State. This is enshrined too in Annex I of the Council’s internal regulations in the provision stating that it is incumbent on each Member State to determine its representation on the Council.
L'attention de l'honorable parlementaire est attirée sur l'article 203 du TCE qui établit que le Conseil est formé par un représentant de chaque État membre au niveau ministériel habilité à engager le gouvernement de cet État membre, ce qui se traduit dans l'annexe I du règlement intérieur du Conseil par la disposition établissant qu'il incombe à chaque État Membre de déterminer sa représentation au sein du Conseil.
