The Commission has no comment to make in connection with the aid objectives but must consider the aid as inconsistent with the common market owing to its method of financing, which involves levying compulsory contributions on animals imported from other Member States at the slaughtering stage, when beef, veal and sheepmeat are purchased and when horses are entered in stud books, as well as on semen imported from other Member States when cattle are first inseminated.
Ce financement comprend en effet la perception de cotisations obligatoires, sur les animaux importés des autres Etats membres aux niveaux de l'abattage, de l'achat de viande bovine et ovine, de l'inscription des chevaux aux stud books, ainsi que sur les semences importées des autres Etats-membres lors de l'insémination première des bovins.
