Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. (Return tabled) Question No. 368 Mr. Claude Gravelle: With regard to health effects of Northern Alberta oil sands: (a) what are the cancer rates for citizens living in communities that are in close proximity to the Northern Alberta oil sands and its tailings ponds; (b) what impact does living in close proximity to the Northern Alberta oil sands and its tailings ponds have on the health of those Canadians; (c) what are the cancer rates for citizens working in the Northern Alberta oil sands; (d) what impact does working in the Northern Alberta oil sands have on the health of those citizens; (e) what are the titles of the studies or reports done by or on behalf of the government on the subject of the health effects of living in close proximity to the Northern Alberta oil sands and its tailings ponds; (f) what are the titles of the studies or reports done by or on behalf of the government that cover, in whole or in part, the subject of the effects of oil sands extraction and tailings ponds on wildlife in close proximity to the Northern Alberta oil sands and its tailings ponds; (g) what information does the government have about the risk or incidences of tailing ponds leakage into the Athabasca river; (h) how much tailing ponds leakage into the Athabasca river has been reported to the government, recorded by year; (i) what are the effects of tailing ponds leakage into the Athabasca river on communities downstream; (j) what are the effects of tailing ponds leakage into the Athabasca river on fish in the river and surrounding wildlife; (k) what steps has the government taken to ensure tailing ponds leakage into the Athabasca river has been mitigated; (l) for those living in close proximity of the Northern Alberta oil sands, what is the anticipated impact of future developments on (i) health, (ii) economic development, (iii) environment, (iv) water supplies, (v) the Athabasca River, (vi) infrastructure; and (m) what are the titles of the studies or reports done ...

These arrangements were due to be debated in depth for the first time at Copenhagen on 13 September at the Informal Meeting between EU Justice and Home Affairs ministers with Mr John Ashcroft, US Attorney General. These subjects would include the death penalty, extradition, the creation of joint investigative teams, and 'a common approach to searches, seizures, and interceptions of telecommunications'.
Ces dispositions, qui devaient être débattues pour la première fois en profondeur à l'occasion de la réunion informelle du 13 septembre à Copenhague entre les ministres européens de la Justice et de l'Intérieur et M. John Ashcroft, procureur général américain, auraient trait à la peine de mort, à la procédure d'extradition, à la création d'équipes communes d'enquête ainsi qu'à une "approche commune en matière de perquisitions, de saisies et d'interceptions dans le domaine des télécommunications".

In order to keep a balance between these requirements, Directive No 46 of 1995 lays down a series of rules to be transposed by the Member States – which have indeed been transposed into national legislation – and provides for the establishment of an independent authority to ensure that these rules are observed in accordance with the principle of the voluntary disclosure of information: the data subject must therefore have the option to choose whether to consent to data processing and to have control over who processes the data and for what purpose. In addition to recourse to the guarantor authority, the right is also laid down for the data subject to have recourse to the law in the event of breach of the rights guaranteed to him by law.
Pour assurer l'équilibre entre ces exigences, la directive 46 de 1995 prévoit une série de normes que les États membres doivent transposer - ce qu'ils ont effectivement fait - dans leur législation nationale, ainsi que l'institution d'une autorité indépendante garante du respect de ces normes selon le principe de l'autodétermination en matière d'information, c'est-à-dire que chacun doit avoir la possibilité d'autoriser ou d'interdire le traitement de ses données personnelles et ce, à qui et à quelle fin. On a donc prévu, outre le recours à l'autorité garante, le droit à un recours en justice en cas de violation des droits consacrés par la loi.

The Commission, however, in its reply of 6 October 1999 to a question on the subject, stated that, according to information applied by the Member States, the obligation laid down in Article 11 of the Regulation is in fact being complied with.
À la faveur de la réponse qu'elle a donnée le 6 octobre 1999 à une question posée sur ce thème, la Commission affirme cependant que, sur la foi des informations transmises par les États membres, l'obligation visée à l'article 11 du règlement en cause a été observée.
