In my view, to say “the practice of free collective bargaining and the positive resolution of disputes must be encouraged in the interest of the public good” summarizes much better what we've been discussing for a while now. Obviously, there are some similarities with parts of the first point, but the aim is to do away with the negative implication that labour-management relations could go against the public interest, as noted in the first paragraph of the preamble.
