Bill C-16 talks about patronage appointments through the citizenship process.

When we are talking about patronage, whether we are amending a bill or adjusting a bill or adding to a bill in this House we have to question whether the bill is even needed.

Mr. Randy White (Fraser Valley West, Ref.): Mr. Speaker, last week in this House we were talking about patronage and the Prime Minister said: ``If the hon. member can prove that the person is incompetent, we will not give him or her that job''.

Any government with any foresight would have been working to try to develop the means of making that part of our province productive and meaningful, rather than waiting for a crisis and then flying into the area and talking about patronage at its very best, because we are getting close to an election, and throwing out some jobs.
