Urges the Russian Federation to step up its contribution to addressing climate change, through domestic greenhouse gas reductions and its participation in the international negotiations for a comprehensive post-2012 climate policy framework under the UN Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol; stresses, in this connection, that, to achieve the necessary reductions by 2020 compared with 1990 emissions for Annex I countries, all industrialised countries need to commit to targets that represent significant reductions from current emission levels and to increasing carbon capture in forests; calls, in particular, on Russia to assume a second commitment period target by ratifying the Doha Amendment to the Kyoto Protocol to the UNFCCC;

Notes once again with satisfaction the adoption by the United Nations General Assembly of the Declaration on the rights of indigenous peoples, which creates a framework in which States can protect and promote the rights of indigenous people without exclusion or discrimination; urges the Commission, therefore, to follow up on the implementation of the declaration, in particular through the EIDHR, while in particular enjoining all the Member States to ratify as a matter of urgency International Labour Organization (ILO) Convention 169 on Indigenous and Tribal Peoples, which backs up the principles set out in the declaration in question with a legally binding instrument; however, welcomes the Commission’s activities targeting indigenous peoples and welcomes the project entitled ‘Promotion of Indigenous and Tribal Peoples’ Rights through Legal Advice, Capacity-Building and Dialogue’, initiated as a joint management project between the European Commission and the ILO; notes that, almost twenty years after its entry into force, only three Member States have ratified the ILO Convention, namely Denmark, the Netherlands and Spain; consequently, encourages initiatives to increase awareness of this important legislative instrument and to enhance its effectiveness worldwide by ensuring that it is ratified by all the Member States;

These mechanisms enable industrialised states to invest in emission-saving projects in the more than 100 non-EU countries that have ratified the Protocol. The resulting credits can be used towards meeting their Kyoto targets.

Mr. Clark (Calgary Centre) , seconded by Mr. Herron (Fundy—Royal) , moved, — That a Special Joint Committee of the Senate and the House of Commons be appointed to examine and analyze the regional, sectoral, consumer, environmental and provincial impacts for meeting Kyoto targets as set out by the Prime Minister in 1997; invite the provinces and territories to provide their estimates of impacts and effects of the ratification or non-ratification of Kyoto on their economies; consider the effect on Canada of the ratification or non-ratification of the Protocol by the United States; determine if specific adjustment programs would be required to help Canadian provinces, regions, individuals and businesses adjust if the Kyoto Protocol is ratified; commission and receive a comprehensive and independent legal opinion on the constitutionality of ratifying the Kyoto Protocol without provincial agreement; and provide recommendations whether Canada should ratify the Protocol;

The fact that 70 countries have now ratified the Kyoto Protocol is a clear signal that the Kyoto Protocol, with its legally binding targets and timetables, is the only effective international framework for combating global warming.
