Underlines that investing in effective transport infrastructure has a key role for Europe to defend its competitiveness and pave the way for post crisis, long term economic growth; believes that the Trans-European transport networks (TEN-T) are vital in order to guarantee the proper functioning of the internal market and provide important EAV as they contribute to improving accessibility and interoperability between the various parts of the EU by guaranteeing cross-border links and eliminating bottlenecks, improving the use of traffic management and information systems, as well as assuring intermodality in cross-border infrastructure, which the Member States alone would not invest in; considers that the TEN-T should provide a genuine European core network rather than the aggregation of national projects and that the financing of core projects should be assessed and reviewed in the light of progress on the ground and EAV; strongly believes that TEN-T should, accordingly, be a key priority in the next MFF;

Other TEN projects should be supported where this is a strong case in terms of their contribution to growth and competitiveness.

Agrees therefore that priority should be given to the 30 projects of European interest located in the Member States and regions eligible under the convergence criteria and rejects any attempt to reduce the number of priority projects. Deplores the fact, however, that the levels of transport network investment by the EU proposed by the European Council for 2007 to 2013 are wholly insufficient for achieving improved infrastructures and consequent convergence; considers, therefore, that they must be increased. Insists also that feeder routes for TEN projects must receive support under all the financial instruments of cohesion policy if the TEN projects themselves are to succeed.

(16) The Community should recognise cross-financing of TEN projects by way of toll supplements as a further means of speeding up the completion of other TEN projects and should be careful to comply with the detailed arrangements laid down by the European Parliament and the Council .
(16) La Communauté devrait reconnaître le financement croisé des projets RTE par l'augmentation des péages afin d'accélérer encore la réalisation d'autres projets RTE et devrait veiller au respect des modalités définies par le Parlement européen et le Conseil.

There is widespread support for TENs: while some Member States say that only feasibility studies for TENs projects should be financed, other contributors argue that first priority should be given to expanding embedded generation as much as possible, with fewer long distance interconnections and smaller transmission losses.
