In order to ensure uniform conditions for the implementation of this Regulation implementing powers should be conferred on the Commission with respect to: listing the plants, plant products and other objects which are prohibited from being introduced into the Union territory, and the third countries concerned; listing the plants, plant products and other objects subject to special requirements, and the special requirements concerned for their introduction into, and movement within, the Union territory; the provisional listing of the high-risk plants, plant products and other objects whose introduction into the Union territory is to be prohibited, and the third countries concerned; the procedure for risk assessment in connection with that listing; setting out, for third countries, requirements that are equivalent to the requirements for movement within the Union territory of plants, plant products or other objects; setting out arrangements for the presentation and use of posters and brochures concerning the introduction of plants, plant products and other objects into the Union territory; setting out specific conditions or measures concerning the introduction of particular plants, plant products and other objects into frontier zones of Member States; adoption of temporary measures concerning plants, plants products and other objects likely to pose newly identified pest risks or other suspected phytosanitary risks; adopting decisions on temporary measures taken by Member States concerning imminent danger; listing of plants, plant products and other objects which are prohibited from being introduced into certain protected zones; listing the plants, plant products and other objects subject to special requirements, and the special requirements concerned for their introduction into, and movement within, certain protected zones; and laying down rules concerning the requirements for quarantine stations and confinement facilities, and the release of plants, plant ...

Welcomes the introduction of new tools for coordinating stakeholders and integrating EU policies, and for focusing investments on the real needs on the ground, such as the Integrated Territorial Investments and the Community-Led Local Development instruments, seeking balanced territorial development; points to the importance of adopting instruments for assessing the territorial impact of policies, the main objective of which is to consider the territorial impact of EU policies on local and regional authorities, and to draw greater attention to that impact in the legislative process, while noting the existing challenges to implementing integrated territorial approaches, given the remaining regulatory differences across the EU funds and the greatly varying degree of empowerment of regional and local communities among Member States and managing authorities; calls for an overall, integrated EU investment strategy, and a strengthening of the EU Territorial Agenda 2020, adopted under the Hungarian Presidency in 2011 and scheduled to be evaluated by the presidencies of 2015, which includes the EU Urban Agenda; is of the opinion that particular attention should be paid to strengthening the role of small- and medium-sized urban areas;

As regards Regulation (EC) No 998/2003, the Commission should be empowered to amend the list of species of animals set out in Part C of Annex I and the lists of countries and territories set out in Parts B and C of Annex II, draw up specific requirements in respect of diseases other than rabies with regard to Member States and territories listed in section 2 of Part B of Annex II, adopt conditions applicable to the movement of animals of the species listed in Part C of Annex I from third countries and adopt requirements of a technical nature in respect of the movement of animals of the species listed in Parts A and B of Annex I. Since those measures are of general scope and are designed to amend non-essential elements of that Regulation, inter alia, by supplementing it with new non-essential elements, they must be adopted in accordance with the regulatory procedure with scrutiny provided for in Article 5a of Decision 1999/468/EC.

Reality is quite different, however, and (as irrefutably demonstrated by the present initiative, which has no added value and leaves it to the Member States to decide on an arbitrary basis whether or not to extend the application of disqualifications to their territory) the adoption of such instruments is in fact counterproductive, as in the case of the present initiative, whose adoption may have the negative effect of ensuring, in one way or another, that crime is concentrated in those states to which the enforcement of disqualifications does not extend.
Néanmoins, la réalité est tout à fait différente dans la mesure où (comme le prouve effectivement la présente initiative, qui n'a aucune valeur ajoutée et qui laisse les États membres libres de décider s'ils étendent ou non à leur territoire l'application des déchéances de droits) l'adoption de tels instruments a un effet contre‑productif; en effet, comme c'est le cas pour la présente initiative, l'adoption de cette dernière pourrait avoir pour effet négatif de concentrer la criminalité dans les États auxquels la mise en œuvre des déchéances de droits n'est pas étendue.
