Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The main projects were the following: upgrading to 200/220 kph the Mediterranean Corridor (Valencia-Tarragona-Barcelona) and the Madrid-Valencia Corridor, the modernisation of the conventional rail system and the building of the new high-speed line Madrid-Barcelona-French Border.

– It is a pleasure to hear statements from the Council and the Commission regarding the Barcelona Process and the proposal for a Union for the Mediterranean. The latter is to be initiated on 13 July in Paris during the French Presidency.

The Barcelona Declaration set out medium and long-term goals to be achieved. It remains the cornerstone of the Partnership and is even more relevant today than ever. Indeed, its vast potential is far from being exhausted and the Declaration sets the objectives for many years to come. As the process was designed to produce results over the long haul and given the absence of reliable indicators and evaluation mechanisms, it is yet difficult to assess the political aspects of the Partnership.
La Déclaration de Barcelone prévoit des objectifs à atteindre à moyen et à long terme. Elle demeure la pierre angulaire du partenariat et est plus d'actualité que jamais. En effet, toutes les potentialités qu'elle offre sont loin d'avoir été utilisées et elle fixe des objectifs pour de nombreuses années à venir. Étant donné que ce processus était conçu pour produire des résultats à long terme et compte tenu de l'absence d'indicateurs et de mécanismes d'évaluation fiables, il est difficile d'évaluer les aspects politiques du partenariat. Ten years later, although the fundamental principles and values underlying the Barcelona Process remain truly valid, a certain number of regional and international parameters have changed, be it the 2004 enlargement of the EU and its new neighbourhood in the East, the candidate-member status of Turkey, the fallback into violence in the Middle East, the Iraq crisis, or the wide-ranging outbreak of terrorism and its impact on societies. The Barcelona Declaration remains still valid in its essence, but its implementation definitely needs to be adjusted and enhanced in order to enable the EMP to face present challenges and to adapt to a modified regional and international environment.
Dix ans plus tard, bien que les principes et les valeurs fondamentaux qui sous-tendent le processus de Barcelone restent véritablement d'actualité, un certain nombre de paramètres régionaux ont changé, qu'il s'agisse de l'élargissement de l'UE en 2004 et de son nouveau voisinage à l'Est, du statut de la Turquie en tant que pays candidat, du retour de la violence au Proche-Orient, de la crise en Irak, ou de la flambée généralisée du terrorisme et de ses conséquences sur les populations. Même si, dans son essence, la Déclaration de Barcelone conserve toute sa validité, son application requiert des aménagements et doit être renforcée afin que le PEM puisse faire face aux enjeux actuels et s'adapter à un environnement régional et international qui a évolué.

– (FR) Mr President, every four months now, at each summit, we see Europe giving itself a pat on the back and indulging in a quarterly self-celebration, whilst the number of demonstrators in the streets of Gothenburg, Nice and Barcelona increases and the people of Europe patently feel more support for the demonstrators than for their leaders who are gathered to hold their fine debates under ever-greater protection as we move from one summit to the next. The reason why the European Union is now wholly opposed to ultra-liberal globalisation is because everyone has realised that it has become globalisation’s main shoehorn, including at the last WTO summit at Doha. Europe – well, what you call Europe – the European institutions, in other words, have essentially become a funnel, which is trying to make the people of Europe approve a rule that is as old as the hills and that is the rule of money.

In any event, I would like to thank all those who have taken a positive view of the effort that the Spanish Presidency made in Barcelona, and say to those who expressed disappointment that it is logical and in the nature of things that the Presidency of the Union should be ambitious in setting these challenges, and it is also logical that not all the ambitions are realised, because that is part of the everyday life of the Union and has been since 1955. We are not going to create a new Union right now. There is always an ambition to reach goals and then usually we have to make compromises, just as you have to do in Parliament, which does not achieve its ambitions all the time either.
Quoi qu'il en soit, je voudrais remercier tous ceux qui ont considéré positivement l'effort que la présidence espagnole a fourni à Barcelone et dire à ceux qui ont exprimé une certaine désillusion qu'il est logique et qu'il est dans la nature des choses que la présidence de l'Union relève ces défis avec ambition et qu'il est également logique que toutes les ambitions ne soient pas réalisées, car c'est la vie de l'Union de tous les jours, c'est la vie de l'Union depuis 1955 ; nous n'allons pas créer une nouvelle Union maintenant, nous cherchons toujours à atteindre des objectifs et normalement il convient ensuite de faire des compromis, compromis qu'il faut également faire dans ce Parlement, qui ne réalise pas non plus ses ambitions tous les jours.
