Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The position to be adopted on behalf of the European Union within the Stabilisation and Association Council established by the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Montenegro, of the other part, as regards the replacement of Protocol 3 to that Agreement, concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation, by a new protocol which, as regards the rules of origin, refers to the Regional Convention on pan-Euro-Mediterranean preferential rules of origin, shall be based on the draft decision of the Stabilisation and Association Council attached to this Decision.

The Stabilisation and Association Committee shall prepare the meetings and the deliberations of the Stabilisation and Association Council, implement the decisions of the Stabilisation and Association Council where appropriate and, in general, ensure continuity of the association relationship and the proper functioning of the Stabilisation and Association Agreement.

Furthermore, an upper limit must be imposed for the stabilisation of cofinanced aid, twice the limit of the simplified system, for example, as a means of making savings that could finance either the extension of stabilisation or the creation of support mechanisms for the production of protein crops, or the establishment of a conversion programme for alternative crops to cereals, in order to make the best use of land that cannot be so intensively farmed.

We therefore need to stabilise the situation in Albania, and there are currently proposals for the Commission to evaluate Albania’s chances of moving towards a stabilisation and association agreement. We need to stabilise the situation in the Former Yugoslav Republic of Macedonia, and we need to come up with integrated models in the other areas of the former Yugoslavia. Unless we can do all this, we will not be able to find separate solutions for Kosovo.
Sans une stabilisation de la situation politique en Albanie - il existe des propositions pour que la Commission évalue l'hypothèse pour l'Albanie d'aller vers une possibilité d'accord de stabilisation et d'association -, sans une stabilisation de la situation dans l'ex-République yougoslave de Macédoine et sans des modèles intégrés dans les autres zones de l'ex-Yougoslavie, il ne sera pas possible de trouver des solutions autonomes pour le Kosovo.
